No change or modification is required for the sediment control systems
controlling this area. The runoff from the newly added area will be
controlled by the East Buzzard and Coyote drainage systems. Revised
pages for Appendix Q, Section II and III are attached to verify that
adequate sediment runoff control exists with the current sediment
control systems.
The addition of mining and topsoil removal acres may affect the 1988-
1992 permit term bond. Section 4.0 of this revision discusses bonding.
3.0 Map Updates, M10A thru M10D, Map M4.
When permit renewal PR-2 was submitted in FEbruary, 1987, the start of
the permit term, 1988-1992 was based on the projected location of mining
and associated activities at the end of 1987. All pits are on schedule
except for Ashmore pit, which is behind schedule. As a result, maps
M10A thru M10D and Map M4 need revised to reflect this change.
Attached are revised copies of the maps M10A thru M10D and Map M4. The
start of the permit term 1988-1992 has been adjusted in Ashmore pit to
reflect a actual field locations of mining and associated activities as
of December 31, 1987. In addition, these maps reflect the changes that
will result from the mining and topsoil removal activities discussed in
Section 1.0 and 2.0 of this revision request. Note that there is no
change in the boundaries established with PR-2, i.e. limit of
disturbance is the same as in PR-2.
4.0 Bonding
All reclamation costs calculated fro the PR-2 bond amount were based on
the worst case year for reclamation requirement s Table3 1.4-14 was
used to show regrade and retopsoil acres by year for the permit term of
1988-1992. This table showed 1990 as the worst case year.
The proposed mining changes in Ashmore and Colt pit plus a change in
topsoil stripping in Colt pit affect acre estimates for 1988. In
addition, by making PR-2 plans current, such that the plans coincide
with actual disturbance at Che start of the 1988-1992 permit term, will
affect the acre estimates for 1988 and 1989 bond.
Permits maps M10A-M10D and map M4 have been revised to reflect the
changes addressed in the prior paragraph. These changes result in
revised acre estimates for 1988 and 1989. To evaluate the effect on
bond calculations, Table TR-41-1 is attached. This table presents the
data from PR-2 table 1.4-14 as compared to the acre estimates resulting
from this technical revision. As shown, the year 1990 continues to be
[he worst case year for calculating bond estimates. A revised PR-2
table 1.4-14 is attached reflecting the 1988 and 1989 acre estimates.
As depicted by this table, no bond increase is needed. Additionally,
revised permit Table 3.1-3 is included that presents the approximate
yearly disturbance and reclamation acreage by activity.
