objectors raised during the hearing regarding the possible release of acid <br />• mine drainage. <br />The latter two conditions have been fully satisfied by CC&V with the submittal of <br />a reevaluation of the blasting monitoring plan on March 24, 1999 and the submittal of a <br />review of the Arequa Gulch Overburden Storage Area ("AGOSA") management plan on <br />May 25, 1999. The first condition has been acceded to by CC&V and incorporated into <br />the financial warranty calculations for the site. The OMLR acknowledged that all <br />conditions had been complied with in a timely manner to the satisfaction of the OMLR in <br />a letter to CC&V dated June 15, 1999. <br />Additionally, many of the proposed activities under Amendment No. 7 have been <br />implemented at the site. During 1999, CC&V began construction on Phase III of the <br />VLF, expanded the size of the precious metals recovery ("ADR") facility, and initiated <br />mining at the East Cresson Mine. CC&V also has continued many activities that serve <br />• the communities of Cripple Creek, Victor, and Goldfield. These activities are discussed <br />in more detail in Section 3.0. CC&V continues to operate in compliance with all permits <br />and approvals. <br />l.3 Amendment No. 8 <br />As a result of the increases in ore realized through ongoing exploration and the <br />acquisition of certain properties, CC&V is proposing Amendment No. 8 to Permit M-80- <br />244. Amendment No. 8 represents an extension of the existing operations and facilities <br />based upon exploration discoveries in the mine azeas and the associated need for <br />additional room for ore beneficiation and overburden storage. <br />Amendment No. 8 will incorporate an increase in acreage in the permit boundary <br />from 4,232 acres to 5,847 acres. This increase in azea reflects consolidation of CC&V's <br />land position and the establishment of a boundary that coincides, in lazge part, with a <br />• potential land use classification change being considered by Teller Counry and which <br />
