STORMWATER MANAGEMENT PLAN -ACTIVE MQVFS (cont.) <br />be incorporated in the SWMP by refemace, as long as a complete SWMP can be reproduced and submitted to the <br />requesting agency within the time frame ;specified in the request. Those portions of the referenced documents must be <br />included in the submittal. The SWMP mart also be readily available to an on-site inspector. <br />9. Allowable Non-Stormwater Disc>>ar4es <br />The plea shall identify all sources of irti;gation return flow and natural uncontaminated spring water that are combined <br />with stormwaten• discharges associated with industrial activity. The plea shall identify and ensure the implementation of <br />appropriate measures to Prevent pollutimr of the non-stormuvater component(s) of the discharge. <br />Irrigation return flow and natural spring water which mixes with mine drainage or process water becomes mine drainage <br />or process water. <br />C. STORMWATER MANAGEMENT PLAN -INACTIVE MINES <br />A Stormwater Management Plan (SWMP) shall be developed for each inactive mine covered by this permit. The SWMP shall <br />be prepared in accordance with good mgincering Practices. ('ILe plm need not be completed by a registered engineer.) The <br />plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect the quality <br />of stormwater discharges associated with the itactive mining operation. In addition, the plan shall describe and ensure the <br />implementation of best msnagemmt practices (BMPs) which will be used to reduce the pollutants in stormwater dischazges <br />associated with the inactive mining operation. <br />As a condition of this permit, inactive mining operations moat certify the mmpletioa end implementation of the SWMP required <br />under this part. Inactive mining operations must impltment the provisions of their SWMP as a condition of this permit. <br />The Division reserves the right to request and review the plans, and to require additioml measures to prevent and control <br />pollution, as needed. The SWMP shall include the following items, at a minimum: <br />Description of Minin¢ Activities <br />_ The plan shall provide a narrative description of the mining and associated activities that took place at the site. The <br />narrative description shall report the approximate dates of opera[ion, the total acreage within the mine site and as estimate <br />of the number of acres of disturbed area. A gmenl description of the location of the mining site relative to major <br />_ transportation router and communities shall also be provided. <br />2. Site Meo <br />Each plan shall provide a gmeralir>id site map or maps which indicate any of the following which may be applicable: <br />- mining/milling site boundaries and access sad haul roads; <br />- areas used for storage of overburden, materials, soils, tailings or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- tailings piles and ponds; <br />- an ~sLi^ of the direction(s) of flow; <br />- existing structural control measures to reduce pollutants in stormwater runoff; and <br />- springs. streams. wetlands and other surface waters. <br />3. D~eTiotion of Potential Pollutant Sotum/Material Invmton <br />The plan shall provide a description of potential sources which may reasonably be expected to add pollutants to <br />stormwater discharges. The plan shall include on iavmtory and narrative description of my significant materials (see <br />definitions in Part I.D. of this permit) that may still beat the site. This description of sources should agree with sources <br />identified on the map. The SWMP shall assess the potential of these pollutant sources at the mine to contribute pollutants <br />.. to etonavater discharges. <br />
