Spill Pnev®tioa and RCSponse Prooedmrs -Areas where potential spills can occur, and their accompanying <br />drainage points, shall be identified clearly in the SWMP. Where appropriate, specifying material handling <br />procedures and storage requir®rmta in the plan should be considered. Procedures for cleaning up spills shall be <br />identified in the plan and made available to the appropriate personnel. The necessary equipment to implement a <br />clean-up should be available to personnel. <br />f. Best Manag®®t Pradias -The SWMP shall contain a narrative description of the appropriate stormwater <br />management pnctioes for the perntittee's facility. Based on an assessment of the potential of various sources at <br />the site to contribute pollutants to stormwater discbarges associated with mining operation, the plea shall provide <br />estimated datm of compliance for when the measures determined to be reasonable and appropriate shall be <br />implemented and maintained. Any existing controls should also be discussed. The description of the BMPs shall <br />include: <br />1) Stonmwater diversion: Describe how sad where stormwater will be diverted away from material handling <br />and storage areas to prevent stormwater contamination. <br />2) Materials handling and spill prey®tioa: Where materials can impact stormwater runoff, practices that <br />redact the potential for oontamiaation shall be described and implemented. For example, materials should <br />be stored and handled in covered areas to prevent contact with stormweter, chemicals should be stored <br />within berms or secondary contaiameat devices to prevent leaks and spills from entering stormweter runoff. <br />3) Sediment and erasion prevention: Describe practices that will be used to reduce erosion and prevent <br />sediment delivery to State waters. These should include structural (such as silt fences, sediment ponds, <br />drop structures, check dams) and non-structural (such sa mulching and revegetatian) methods. <br />g. Employee Education -The SWMP shall describe employee education programs to inform personnel at all levels <br />of responsibility of the components and goals of the SWMP. Education should address topics such as spill <br />response, good housekeeping and material management practices. The SWMP shall identify periodic dates for <br />such instruction. ' <br />h. Testing for Noa~Stotmvtata - The SWrmwater Quality Control section of the SWMP shall include certification <br />that the discharges have been tested or evaluated for the presence of non-stormwater discharges such as mine <br />drainage, contaminated springs, sanitary waste, or process water of any triad. The certification shall include e <br />description of the results of nay test for the presence of soh-stormwater discharges, the method used, the date of <br />any testing, sad the on-site drainage points that were directly observed during the test. If the certification is based <br />solely on iaterpretatioa of the regulations, a justification of this interpretation must be included. The ceRification <br />must be signed in accordance with signatory requirements (ace Part I.D.9). <br />,. . <br />6. Comprehensive Inspection <br />The SWMP shall identify qualified personnel that shall inapxt designated equipment and mine areas at appropriate <br />intervals specified is the plea, at least twice a year (in the spring and fall). <br />7.
