Stormwater Quality Controls -Best Manaaemort Ptactices <br />Each inactive mining site certified under by this permit shall develop a desorption of stormwater quality controls <br />appropriate for that site, and implement such controls. The appropriateness and priorities of controls iq the plea shall <br />reflect identified potential sources of pollutants at the mining site. The SWMP shall contain a narrative description of <br />the appropriate best management practices (BMPs) for the permittce's site. The description of the BMPs shall include: <br />a. Stormwater diversion: Describe how and where swrmwater will be diverted away from potential pollutant sources <br />to prevent stormwater contamination. <br />b. Sediment and erosion prevention: Describe practices that will be used to reduce erosion and prevent sediment <br />delivery to State waters. Throe could include structural (such as silt fences, sediment ponds, drop stntctures, <br />check dams) and non-structural (such as mulching and revegetation) methods. <br />Comprehensive Lupection and Remrdkeeoinr Prrocedurr~ <br />The SWMP shall identify qualified persomel that shall inspect designated areas. Inspections required by this part shall <br />be conducted amually. Where annual ins7rectioos are impracticable, certification once every three years by a Registered <br />Professioml Engineer that the site is in compliance with the SWMP, is required. The SWMP shall also identify <br />procedures for recordkeeping and internal reporting. <br />D. TERMS AND CONDITIONS <br />1. General Limitations <br />The following limitations shall apply to all discharges authorized by this permit: <br />a. Stormwater discharges from mining operations shall not cause or threaten to cause pollution, contamination or <br />degradation of State waters. <br />b. Bulls storage stnrctures for petroleum products and other chemicals shall have adequate protection so as to contain <br />all spills and prevent any spilled material from entering State waters. <br />c. No chemicals are to be added to the discharge unless permission for the use of a specific chemical is granted by <br />the Division. In granting the use of such chemicals, special conditions and monitoring may be addressed by <br />separate letter. <br />d. All dischargers must comply with the lawful requirements of counties, drainage districts and other state or local <br />agencies regarding any discharges of stormwater to storm drain systems or other water courses under their <br />jurisdiction. <br />2. SWMP Requirements <br />The SWMP (see Parts I.B. and I.C.) shall be prepared in accordance with good engineering practices. The main <br />objective of the plm shall be to identify BMPs which, when implemented, will meet the terms and conditions of this <br />permit. The following conditions must be met to achieve compliance with this permit: <br />a. SWMP Retortion: For active mining operations, the plea shall be signed in accordance with Part I.D.9, and <br />retained on site. For inactive mining operations, the plea shall be signed in accordance with Part I.D.9, and <br />retained by the permittx. <br />b. SWMP Review/Changes: Upon review of the SWMP, the Division may notify the permittee at any time that <br />the plan does not meet one or more of the minimum requirements of this permit.
