Donald E. Frick, E.I.T.
South Platte Combined Replacement Plan
November 14, 2006
Rural Ditch
Pursuant to a lease agreement between Aggregate and the owner of the Larson Pit, Aggregate
has the right to use 0.67 shares in the Rural Ditch. The 0.67 Rural Ditch shares are a part of 2
shares that were historically used to irrigate 78 acres of alfalfa/grass mix. Assuming a 10%
ditch loss and a 60% irrigation efficiency, the dry-year consumptive use of the 0.67 shares was
determined to be 32.9 acre-feet. Since the original SWSP approval, the landowner has
diverted the farm headgate diversions for the 0.67 shares, into an adjacent recharge site and
the Larson Pit itself. The recharge accruing to the stream during this plan period are 41.2 acre-
feet.
Currently the plan is estimating replacements from the Rural Ditch based on the applicant's pro-
rata delivery of the Rural Ditch shares. Prior to any further deliveries into the Larson Pit the
applicant must Install measuring devises, approved by the water commissioner, to
properly measure the diversion of Rural Ditch water into the Larson Pit.
City of Lonomont Lease
Aggregate is not proposing to use fully consumable water leased from the City of Longmont in
this plan since the replacement water is not required. However, Aggregate may use the
sources in future plans to supplement the current augmentation water.
Plum Creek
The SWSP request submitted by aggregate in December of 2005 proposed to use leased water
from Silver Heights Water and Sanitation District as a replacement source under this plan.
Silver Heights Water and Sanitation District has not provided accounting to the water
commissioner, therefore the leased water cannot be accounted for and credit cannot be given.
According to the Applicant the Lawrence Wash Plant was backfilled in April 2006 and all lagged
depletions from the exposure of 1 acre of pond surface area was replaced with excess fully
consumable effluent released at Metro.
South Platte River
Replacement Sources Total
CU
credit CU credit
for this
Ian Comments
Centennial 30.0 30.0 Available throw hout the ear
Westminster 1998 294.79 294.79 Available throw howl the ear
Thornton Effluent 12.2 12.2 November -March onl
Fulton Ditch 168.13 168.13 96 Shares total
Bri hton Ditch 184.5 184.5 1.323 Shares total
Westminster 1999 515.71 515.71 November-March onl
New Brantner Ditch 55.37 55.37 5.75 Shares total
Old Brantner Ditch 0.0 0.0 11 Shares total, no share applied to this
Ian
Centennial Lease
Aggregate conveyed water rights in exchange for a lease of augmentation water in an
agreement with Centennial Water and Sanitation District in 1996. The agreement requires
Centennial to provide Aggregate 30 acre-feet of fully consumable water each year. The rate of
delivery for the 30 acre-feet cannot exceed 0.5 cfs, but can be taken at any time throughout the
year.
