Donald E. Frick, E.I.T. Page 5 of 12
South Platte Combined Replacement Plan
November 14, 2006
Boyd 8 Freeman Ditch
The 240 Boyd and Freeman Ditch shares were historically used to irrigate 85 acres of pasture
grass. Using aBlaney-Griddle analysis the potential crop consumptive use for the 85 acres
was determined to be 142 acre-feet. Assuming a 10% ditch loss and 55% farm efficiency the
dry year consumptive use was determined to be 99.3 acre-feet. The applicant will utilize all 240
shares in this plan.
Loloff Section 4 Ditch
The Loloff Section 4 Ditch collects seepage and waste water in the vicinity of the Loloff Pit in
the SW1/4 of the NW1/4 of Section 4, Township 5 North, Range 65 West. The Division 1
Water Court adjudicated a conditional water right for the Loloff Ditch in case no. 87CW 152 for
up to 4 cfs of water with an appropriation date of March 15, 1987. The decreed uses of the
Loloff Ditch include irrigation and augmentation. Using an existing flume located on the ditch,
when in priority, water will be diverted into the existing lake at the Loloff Pit and used for
recharge.
Citv of Greelev and Tri-Districts Lease
Aggregate is not proposing to use fully consumable water leased from the City of Greeley and
the Tri-Districts in this plan since the replacement water is not required. However, Aggregate
may use the sources in future plans to supplement the current augmentation water.
St. Vrain River
The SWSP request submitted by aggregate in December of 2005 proposed to use the
Smith & Emmons Ditch and the Leggett Reservoir as replacement sources under this plan.
The applicant's consultant has since requested that those sources be removed as replacement
sources under this plan. Prior to the applicant claiming the Smith & Emmons Ditch and the
Leggett Reservoir for future plans they must demonstrate that bypass structures, approved by
the water commissioner, are in place to allow administration of the replacement water.
Replacement Sources Total
CU
credit CU credit
for this
Ian Comments
Coffin 8 Davis Ditch 328.5 328.5 100% ownershi
Rural Ditch 32.9 32.9 0.67 shares rechar ed throw h Larson Pit
Ci of Lon mont Lease 0.0 0.0 Annual lease if necessa
Coffin & Davis Ditch
The Coffin 8 Davis Ditch is currently owned by the City of Longmont (21.55%), Don Shennrood
(47.55%) and Aggregate (30.99%). Pursuant to a 1999 mining lease agreement with the City of
Longmont, Aggregate has the right to use their 21.55 percent of Coffin 8 Davis. Pursuant to a
1993 mining lease with Don Sherwood, Aggregate has the right to use 47.55 percent of the
Coffin & Davis Ditch. Mining has permanently removed the historically irrigated area from
irrigation. Assuming a 10% ditch loss and 55% farm efficiency the dry year consumptive use
was determined to be 328.5 acre-feet.
