Frick, E.I.T. <br />South Platte Combined Replacement Plan <br />November 14, 2006 <br />Page 7 of 12 <br />Westminster 1998 Lease <br />The 1998 effluent lease with the City of Westminster is a perpetual lease that provides 0.28 cfs <br />of fully consumable water every day of each year (average 16.89 acre-feet per month) and an <br />additional 0.17 cfs every day from October 1 to June 30 during each year (average 10.25 acre- <br />feet per month). The lease provides 294.79 acre-feet annually <br />Thomton Lease <br />Aggregate currently has access to a lease with the City of Thomton for fully consumable <br />effluent from the Metro Wastewater Treatment Plant. The lease provides up to a total of 12.2 <br />acre-feet of fully consumable effluent from November through March or 2.44 acre-feet per <br />month. <br />Fulton Ditch <br />The historic use of the 96 Fulton ditch shares yields 235.88 acre-feet of water during April <br />through September while generating 67.75 acre-feet of return flow obligation during October <br />through March. This quantification is based on the technique used in the March 24, 1999 <br />approval for the Fulton Lakes Pit, where the historic consumptive use values were determined <br />using an analysis decreed in case number 82CW393. In this approach, headgate diversions <br />were based on average monthly values for the period of 1976-1988 and a 10% conveyance <br />loss was assumed as well as a farm efficiency of 50%. The return flow obligations, which were <br />not addressed in the above decree, were calculated for this plan using a SDF value of 270 days <br />and the assumption that all water diverted but not used by the crops is returned to the stream <br />system through deep percolation. <br />Brighton Ditch <br />The 1.323 shares of Brighton ditch were historically used to irrigate the three farms described <br />below: <br />The 4/14"' share was historically used to irrigate 64.9 acres of pasture grass at the Getz Farm. <br />Using aBlaney-Griddle analysis the potential crop consumptive use for the 64.9 acres was <br />determined to be 106.53 acre-feet. Assuming a 10% ditch loss and 55% farm efficiency the dry <br />year consumptive use was determined to be 56.19 acre-feet. <br />The 4/6"' share was historically used to irrigate 40.4 acres at the Wattenberg Property <br />consisting of 50% pasture grass and 50% alfalfa. Using aBlaney-Griddle analysis the potential <br />crop consumptive use for the 40.4 acres was determined to be 73.23 acre-feet. Assuming a <br />10% ditch loss and 55% farm efficiency the dry year consumptive use was determined to be <br />73.06 acre-feet. <br />The 0.371 shares were historically used to irrigate 72.1 acres at the Haake Property along with <br />5.75 shares of New Granter Ditch. The property consists of consisting of 50% pasture grass <br />and 50% alfalfa. Using aBlaney-Cdddle analysis the potential crop consumptive use for the <br />72.1 acres was determined to be 130.75 acre-feet. Assuming a 10% ditch loss and 55% farm <br />efficiency the dry year consumptive use for the 0.371 Brighton ditch shares was determined to <br />be 55.2 acre-feet. Aggregate will utilize the entire 1.323 shares for use in this plan. <br />Westminster 1999 <br />The 1999 conditional lease with the City of Westminster will provide 2.0 cfs of fully consumable <br />effluent every day from November 10 to March 20 beginning on November 10, 2000. This <br />lease has a maximum duration of eight years. Additionally, under this lease, the City, at its <br />discretion, can make replacements at either Metro Wastewater Treatment Plant or the Big Dry <br />Creek Waste Water Treatment Plant. The lease provides 515.70 acre-feet annually. <br />
