cement used shall be designed for the life <br />expectancy of the well. A pressure mechanical <br />integrity test and cement bond log and/or cement <br />evaluation log, if necessary, shall be run after <br />cementing (see Part II A.6.), and any necessary <br />remedial cementing behind casing shall be <br />completed and retested prior to completing the <br />well by drilling the open hole interval into the <br />mining zone. <br />2. Tubing. A packerless tubing system, with multiple <br />tubing strings suspended within the longstring casing, <br />is authorized. The annulus between the longstring <br />casing and tubing shall be filled with a pressurized <br />gas or liquid such that the annular fluid/mining <br />solution interface provides a seal in place of the <br />packer (see Part II C.7.). Individual tubing strings <br />may be used for injection, production, and monitoring <br />purposes, or may be used as conduit for downhole <br />instrumentation. Tubing used shall be of a size and <br />length appropriate to the intended purpose. <br />3. Monitoring Devices. The operator shall install and <br />maintain in good operating condition the following <br />monitoring devices on each solution mining well. <br />Attached monitoring devices shall be designed to <br />operate at a certified accuracy of at least <br />ninety-five (95) percent throughout the anticipated <br />monitoring range. <br />(a) A tap on the injection and production lines, for <br />the purpose of obtaining representative samples <br />of the injection fluids. Injection fluid samples <br />shall be taken immediately upstream of the <br />pipeline branch to individual wells. Production <br />fluid shall be sampled at a point on the main <br />line to the plant. <br />(b) A one-half inch Female Iron Pipe (FIP) fitting or <br />equivalent quick-disconnect fitting and a cut-off <br />valve at conveniently accessible location on <br />injection and production tubing at the wellhead <br />that allows for attachment of a pressure gauge, <br />(c) Two flow meters installed near each well head to <br />continuously monitor and record on ten minute <br />intervals: 1) the injection solution, and 2) the <br />production solution. <br />Page 8 of 120 <br />EPA FINAL Area Permit No. CO3870-00000 <br />
