PART II. SPECIFIC PERMIT CONDITIONS <br />A. WELL CONSTRUCTION REQUIREMENTS <br />Pursuant to 90 CFR Part 196.32, all new Class III wells <br />authorized by this permit shall be cased and cemented to prevent <br />the migration of fluids into or between USDWS. Well construction <br />details presented herein provide general construction <br />requirements for solution mining wells authorized by this permit. <br />Alternate well completion configurations are allowed under this <br />permit provided that in all cases the wells are constructed and <br />completed in a manner that prevents migration of fluids into or <br />between USDWS and approval is received from the Director prior to <br />well construction. Solution mining wells authorized by this <br />permit are allowed to contain both injection and production <br />tubing within the well casing, and such wells are referred to as <br />"solution mining" wells throughout this permit. <br />1. Casing and Cementing. Construction details of typical <br />solution mining wells were submitted by the permittee <br />and are hereby incorporated into this permit as <br />Appendix A. Design and casing specifications for each <br />individual well shall be submitted to EPA for review <br />prior to drilling. The following construction <br />requirements shall apply to all solution mining wells <br />authorized under this permit: <br />(a) Surface Casing shall extend from ground surface <br />through the alluvial aquifer if present, and at <br />least twenty (20) feet into the underlying <br />bedrock. Casing size shall be between twelve <br />(12) and thirty (30) inches in diameter. Surface <br />casing shall be cemented from the ground surface <br />down to total surface hole depth using a <br />sufficient quantity of Type II Portland Cement <br />(or equivalent). <br />(b) Longstring Casing shall extend from the ground <br />surface downward to the top of the mining <br />interval, to a depth at least 200 feet below the <br />Dissolution Surface. Casing size shall be <br />between eight (8) and twenty (20) inches in <br />diameter. The longstring casing shall be <br />cemented from the top of the mining interval up <br />to the ground surface, using the placement method <br />and quantity of cement that best assures complete <br />cement encasement of the casing.
