PART II. SPECIFIC PERMIT CONDITIONS
A. WELL CONSTRUCTION REQUIREMENTS
Pursuant to 90 CFR Part 196.32, all new Class III wells
authorized by this permit shall be cased and cemented to prevent
the migration of fluids into or between USDWS. Well construction
details presented herein provide general construction
requirements for solution mining wells authorized by this permit.
Alternate well completion configurations are allowed under this
permit provided that in all cases the wells are constructed and
completed in a manner that prevents migration of fluids into or
between USDWS and approval is received from the Director prior to
well construction. Solution mining wells authorized by this
permit are allowed to contain both injection and production
tubing within the well casing, and such wells are referred to as
"solution mining" wells throughout this permit.
1. Casing and Cementing. Construction details of typical
solution mining wells were submitted by the permittee
and are hereby incorporated into this permit as
Appendix A. Design and casing specifications for each
individual well shall be submitted to EPA for review
prior to drilling. The following construction
requirements shall apply to all solution mining wells
authorized under this permit:
(a) Surface Casing shall extend from ground surface
through the alluvial aquifer if present, and at
least twenty (20) feet into the underlying
bedrock. Casing size shall be between twelve
(12) and thirty (30) inches in diameter. Surface
casing shall be cemented from the ground surface
down to total surface hole depth using a
sufficient quantity of Type II Portland Cement
(or equivalent).
(b) Longstring Casing shall extend from the ground
surface downward to the top of the mining
interval, to a depth at least 200 feet below the
Dissolution Surface. Casing size shall be
between eight (8) and twenty (20) inches in
diameter. The longstring casing shall be
cemented from the top of the mining interval up
to the ground surface, using the placement method
and quantity of cement that best assures complete
cement encasement of the casing.
