Uowever, in other areas, this may not be the case. Some of the discharges are outside the coverage of the diversion ditches and sedimentation ponds required under the facility's Colorado Mined Land E~eclamacion Division (CML4D) permit. Examples of such areas are roads and railroad lines used for transportation co and from the site, outs}opes of ponds, inactive loadouts, sites used for storage and ma:r.[enance of material handling equipment and areas granted small area exemptions. The plan shall describe all areas that have not been previously permitted, but meet the definition of a stormwacer discharge in 40 CFR 122.26, and shall include a map (or maps) denoting the affected areas. The map(s) shall shoe the location of the discharge(s) or drainage areas and indicate the receiving waters. The map(s) shall label each stormwater outfall with a three digit number beginning with the next number after the last numher assigned co iurface runoff oucfalls. The plan shall describe the controls and/or procedures that specifically address the goal of minimizing or eliminating the pollution frog these scurces. In some cases, this may entail construction of physical facili~ies. In other cas s, it may entail developing new methods of operation or material handling and/or replacement of materials with those that are less polluting. The permittee shall make the appropriate decennination5 and receive the appropriate approvals from the CML4D. Sdhere necessary, the plan shall include a schedulelof activities and/or construction with a reasonable time cable foz imolemencacion of any new operations or construction of new facilities necessary to achieve the required goals. The timetable shall allow for attainment of operational level as expediently as possible, but _n ro case after June 30. 1995, in conformance with Part 402(p)(4)(A) of the Federal Clean Water Act. The Division will ensure that no proposed timetable is e:;cessively lengthy.
