Phosphorus: The previous permit included Phosphorus (P) monitoring jor the Dillon Reserwir drainage <br />area only. This has been changed to also include Cherry Creek basin, Bear Creek bcrrin and those state <br />water tributary to Cluufre/d Restrwir downstream of the USGS gage at Waterton an+f on Plain Creek <br />These segments all have or will have P limits on discharges. In general, the types of facilities rotrred <br />under thrs permit are not tspected to halve problems with P,• hawesrr, monitoring will be required on a <br />quarterly basis for all process water disdtarger to there basins. Ijthe data indicate any potemial <br />problems with P kNrls at a specific facility, then an individual permit with P limits nary be required far <br />that facility. <br />d. Graphite: In the case of graphite mining, the federal ejjluem guidelines (40 CFR 436.382) call jor a <br />limit for Total /ton. Since the Division has Water Quality Standards in many areas of the state which <br />may be stricter than the jedera/ limits, roi+erage ojproress water discharges from this type of facility <br />must be under an individual permit. <br />B. Storntwater Diseharres <br />Stormwatn vs. Process water <br />When stormwatn mixes with proress warn, the process water limitations (Part LB ojtht perntrlJ apply to the <br />discharge of that mixed water. The stormwatn section (Part I.C of the ptrmitJ is imendea to rove those <br />portions of a nonmetallic minerals production opnation (eaerpt fue1J that are not already subject ro e$Iuem <br />limitations under 40 CFR 436, and to roNCr stormwatn runofffrom asphalt and ronoete batch plants. <br />2. Stormwatn Ma~ement Plan (SWMPI <br />The stormwatn regulations primarily apply to areas not rotirred by 40 CFR Part 436. They require permitrees <br />to develop and impkmem a Stormwatn Managemem Plan (SWMP) to protect the quality of stormwatn leaving <br />the site. The plan shall idemify potemia! sowres of pollution (including sedimem) which may reasonably be <br />expected to affect the quality of stormwatn discharges associated with mining activity. In addition, the plan <br />shall describe the best managemem practices (BMPsJ which will be used to reduce the polluams in stormwatn <br />discharger from the mining site. <br />Some activities required under the SWMP may already be in place. Howevn, the SWMP will require the <br />pevmittee to roordinate these activities with any necessary new activities in an ordnly mamas, so that the <br />result is the reduction or elimination of pollutams reaching state waters from areas not limited by efjluem <br />limitations. Facilities must implement the provisions ojthe SWMP rcgtttrcd under this pevt as a eortdition <br />of this pcrmit. <br />It is the permittee's responsibility to notes the Colorado Division of Mining and Geobgy (lormnly the <br />Colorado Mined Land Reclanarion Division) of arty sign~cam changes at their site resulting from the <br />implememation of the SWMP. This is so that the Division of Mining and Geology may review the SWMP and <br />incorporate any potential revisions iruo the facility's reclamation permit which might 6e needed. <br />7ht SWMP shall include the following items, at a minimum: <br />
