TERMS AND COND/77ONS OF PERMIT <br />UPDATE <br />PAGE <br />This is jor the renewal of the general sand and gravy! permit first issued on October 28, 1982, atd reusued on June 10, <br />1987. <br />The General Permit system for regulating sand and grasrl production operations has worked we!! jor the State of <br />Colorado. However, there are numerous changes which have been made in the permit that will be highlighted in this <br />rationale. Most of the conditions of the previous rationales are alto still applirobk unless otherwise tuned. <br />A. ReaWhoriration <br />Part LA.6 of the permit specifies that authorization to discharge under this general permit will expire on September <br />30, 1997. Any permiaee desiring cominurd roverage must re-apply by March 31, 1997. <br />I/. /NIRODUCTTON - STORMWATER PROGRAM <br />As required under the Clean Water Act amendments of 1987, the Environmental Protection Agency (EPA) has established a <br />framework jor regulating municipal and industrial stormwmer discharges. This framework rs under the National Pollutant <br />Discharge Elimination System (NPDES) program. The regulations (40 CFR 122.26) require specific tylxs of industrial <br />facilities which discharge stormwmer associated with industrial activity (industrial atorntwaterJ, to obtain coinage far this <br />discharge under an NPDES permit. Facilities which discharge industrial stormwater either directly ro .rurfatt waters or <br />indirectly, through municipal separate storm sewers, must be cot,ered by a permit. <br />The federal effluent guidelines that govern discharges from sand and grave! mining jacilities (40 CFR 436J control most <br />surface runoff from mining jacilities. However, there are some sources of stormwater from these sites which are nut <br />addressed, such err roads and railroad lines, pond omslopes, inactive loadotas, sites used for storage and maimenance of <br />material handling equipmem, etc. <br />For sand and gravel operations, other mining and quarrying of nonmetallic minerals excrpt fuels, and,ror asphalt and <br />ronnete batch plums located err such facilities, this genera! permit will rover both the process water discharges and <br />
