PARTI <br />Page 6 <br />Permit No. COG-51X1000 <br />.. EFFLUENT LIMfTATIONS AND CONDITIONS -PROCESS WATER DL'iCHARGE <br />c. No chemicals ere to be added to the discharge unless permission for the use of a specific chemical is granted <br />by the permit issuing authority. In granting the use of such chemicals, additional limitations and monitoring <br />~ requirements may be imposed. <br />d. Bulk storage swctures for petroleum products and other chemicas shall have adequate protection so as to <br />prevent any reasonable loss of the material from entering discharged waters or waters of the State. <br />2. Induslrr-Specific Numeric Limitations <br />Beginning October 1, 1992 and lasting Through September 30, 1997, the permittee is authorized to discharge from the <br />process water outfalls, under the industrial category below, as identified in their permit certification. <br />U accordance with the Water Quality Control Commission Regulations for Effluent Limitations, Section 10.1.3, and <br />State Discharge Permit System Regulations, Section 6.9.2, 5 C.C.R. 1002-2, the permitted discharge shall not <br />contain effluent parameter concentrations which ezcead flte following limitations: <br />a. Mineral mining and processing point sowce category - 40 CFR 436 - subpart B (crushed stone), C <br />(coostructioe sand and gravel), D (industrial sand), R (phosphate rock) -and all other industrial facilities <br />covered under SIC Code 14, ezcep[ graphite, and those specifically listed in paragraph b, below, and concrete <br />batch plants located at any facility otherwise wvered by this general permit: <br />Effluent Parameter <br />Flow, MGD <br />Total Suspended Solids, mg/I <br />Oil and Grease, mg/I <br />Total Dissolved Solids, mg/1 e! <br />(Colo. Minaret mining and processing point source category - 40 CFR 436 - subparts E (gypsum), F (asphaltic <br />mineral), G (asbestos end wollestonite), J (barite), K (fluorspar), L (salines from brine lakes), M (borax), N <br />(potash), O (sodium sulfate), V (bentonite), W (tnagrtesite), X (diatomite), Y (jade), Z (novaculite), AF <br />(tripoli), and asphalt batch plants located at any facility otherwise covered by this general permit: <br />Limps -There shall be no discharge of process wastewater into state waters. <br />Mortitorine Regttiranents <br />In order to obtain m indicatiop of t}te probable compliance or noncompliance with the effluent limitations specified in <br />Part I.B, the permittee shall monitor all effluent parameters at the following roquired frequencies. <br />a.
