R E sou R c E s, r i c <br />Please describe how the facilities will be managed to ensure groundwater and surface water <br />will not be impacted Please describe the nature and storage location for all hazardous waste <br />that will be used on site. <br />It is unlikely that hazardous waste will be stored at the site, however the applicant will take <br />significant measures to ensure groundwater and surface water are protected. The site, <br />including the asphalt and concrete batch plants, will use Best Management Practices (BMPs) <br />to ensure groundwater and surface water are protected to the greatest possible extent. <br />BMPs include schedules of activities, prohibitions of practices, maintenance procedures, and <br />other management practices to prevent or reduce the pollution in runoff from the site. The <br />BMPs will be outlined in the stormwater Management Plan (SWMP) developed for the site. <br />The SWMP will also describe management of stormwater for the site and requirements for <br />discharge, monitoring and sampling. The site will have a Colorado Discharge Permit System <br />(CDPS) permit for stormwater discharge issued through the Colorado Water Quality Control <br />Division. For additional information, please refer to our response to Tom Schreiner's <br />comment #1. <br />f7. Please describe al! haul roads that will be utilized for the mining operation. Rule 6.3.3(g) <br />requires the applicant to specify the dimensions of any existing a proposed roads that will be <br />used for the mining operation. Any improvements necessary on existing roads and the <br />specifications to be used in the construction of the new roads needs to be described in the <br />permit and included as paR of the permitted acreage. The applicant will also need to address <br />reclamation of any new or improved roads constructed on site. <br />The main haul roads are shown on the enclosed Mining Plan Map. The haul road extending <br />from the entrance to the processing plant and batch plants will be gravel surface, <br />approximately 40 feet and sloped to promote stormwater runoff to existing drainage <br />structures or mined areas. At final reclamation this will be scarified and seeded. Internal <br />haul roads will be gravel surface, approximately 10 feet wide, generally located along the <br />conveyor alignment extending into each mining phase. All internal haul roads are located in <br />disturbed mining areas and will be removedlreclaimed as water storage reservoirs according <br />to the Reclamation Plan. <br />18. brhibit 3 of 7 depicts a number of structures that will be mined through in some fashion; the <br />gas and electric lines through Area 9, the electric line through Area 15 and the elecVic line <br />through Area 17 and the fresh water pond. Please identify all permanent man made structures <br />that will be removed and/or relocated as a result of the proposed mining and reclamation plan <br />(f.e. structures, utility Lines, roads, wafer ditches, wells, etc...). The applicant wilt need to <br />submit a notarized agreement between the operator and the owner of alt structures that are to <br />be removed or relocated. As an alternative, the operator can provide adequate mining offset <br />distances in accordance with Rule 6.4.19. However, once the agreements are received, they <br />must be submitted to the Division in the form of a revision to the permit <br />Per our phone conversation, SW TKO Joint Venture, LLC has a contract in place to purchase <br />the properties within the mining boundary (as opposed to the revised permit boundary which <br />now includes off-site well mitigation areas).
