i <br /> <br />§ 146.14 <br />§ 146.13 Operating, monitoring and re- <br />porting requirements. <br />(a) Operuling reyuiremenrs. Operating require- <br />ments shall m a minimum, specify Ihal: <br />(U Except during stimulation injection pressure <br />al the wellhead shall not exceed a maximum <br />which shall be calculated so as to assure that the <br />pressure m the inlection zone dunng injection does <br />not initiate new fractures or propagate existing <br />finetures in the injection zone. In no case shall m- <br />jection pressure initiate fractures in the confining <br />zone or cause the movement of injection or fonna- <br />lion fluids into an underground source of drinking <br />water. <br />(ZJ Injection between the outermost casing pro <br />lecting underground sources of dnnking water and <br />the well bore is prohibited. <br />(7) Unless an altemativc to a packer has been <br />approved under fi 146.12(c), the annulus between <br />the tubing and the long stnng of casings shall be <br />filled wish a Fluid approved by the Director and a <br />pressure, also approved by the Director, shall be <br />maintained on the annulus. <br />(b) Monioring requiremertls Monitoring re- <br />quirements shall, at a ndnimum, include: <br />(I) The analysis of the injected Fluids with su(- <br />ficienl frequency to yield representative data of <br />(heir CharaClerisliCS; <br />(2) Invallaiion and use of continuous recording <br />devices 10 mmnilOr InjeCll On pressure, flow tale <br />and volume, and the pressure on the annulus be- <br />[ween the tubing and the long string of casing; <br />(3) A demonstration of mechanical integrity <br />pursuant to § 146.8 at leas) once every flee years <br />during the life o(Ihe well; and <br />(4) The type, number and location of wells <br />within the area of fCVICW to be uxd to monitor <br />any migration of fluids into and pressure in the <br />undergound sources of dnnking wmer, the param- <br />eters Io be measured and the frequency of mon- <br />itoring. <br />(c) Reporting reywrenienls. Reporting rcquoe- <br />menis shalh al a ntinimum, include: <br />(U Quarterly reports to the Director on: <br />(i) The physical, chemical and other relevant <br />characteristics of injection Ilmds; <br />(ii) Monthly average, maximum and minimum <br />values for injection pressure. Oow rate and vol- <br />ume, and annular pressure: and <br />(iii) The resuhs of monitoring prescribed under <br />paragraph (b)(4) of This section. <br />(2) Reporting the resuhs, with the fim quarterly <br />repmn aher the completion, oC <br />(i) Periodic tests ofmechanical integrity; <br />(ii) Any other Iesl of the injection well con- <br />ducted by the permiuee i( required by [he Direc- <br />ror: and <br />(iii) Any well work over. <br />(d) Anrbienr mnnimnng. (I) Based on a site-spe- <br />cific assessment of the potential for fluid move- <br />ment (ram the well or injection zone and on the <br />potential value of monitoring wells to detect such <br />movement, the Director shall rcquirc the owner or <br />operator to develop a monitoring program. At a <br />minimum, the Director shall rcquirc monitoring of <br />the pressure buildup in the injection zone annually. <br />including at a minimum, a shm down of the well <br />(or a Limo sufficient m conduct a valid observation <br />of the pressure fall-of( curve. <br />(?) When prescnbing a monitoring system the <br />Director may also require: <br />(i) Continuous monitoring (or pressure changes <br />in the first aquifer overlying the confining zone. <br />When such a well is installed, the owner or opera- <br />tor shall, on a quarterly basis, sample the aquifer <br />and analyze for constituents specified by the Di- <br />rector; <br />(ii) The use of indirect, geophysical techniques <br />to daennine the position of the waste front, the <br />water quality in a formation designated by the Di- <br />rector, or to provide other site specific data; <br />(iii) Periodic monitoring of the ground water <br />qualuy m the first aquifer overlying the injection <br />zone: <br />(iv) Periodic monitoring of the ground water <br />quality in the lowermost USDW; and <br />(v) Any adduional monitoring necessary to de- <br />termine whether 17uids arc moving into or between <br />USDWs. <br />115 FR 42500, lone 21. 1980. as amended at 16 FR <br />41162, Aug ?7, 1941: 47 FR RI29.
