~~ <br /> <br />4146.67 <br />(iii) The pemril contains specific limitations on <br />variations in annular prcssurc and loss of annular <br />fluid: <br />(iv) The design and constrnction of the well al- <br />lows continuous monitoring of the annular pres- <br />sure and mass balance ofannular Fluid; and <br />(v) A secondary system is used io monvor the <br />interface between the annulus Fluid and the injec- <br />tion Flmd and the pennn contains rcquiremems for <br />Testing the system evzry Ihrez months and record- <br />ing the results. <br />§ 146.66 Logging, sampling, and testing <br />prior to new well operation. <br />(a) Dunng the drilling and construction of a <br />new Class 1 hazardous waste injection well, appro- <br />priate logs and tests shall be run to delerminz or <br />verily [hz depth, thickness, porosity, permeability, <br />and rock type of, and the salinity of any entrained <br />fluids in, all relevant geologic units to assure con- <br />formance with perfomrance vandards in § 14665. <br />and to establish accumtz buzline data against <br />which future measurements may be comparzd. A <br />descnptivr report interpreting results of such toes <br />and tests shall be prepared by a knowledgzable log <br />analyst and submitted to the Director. At a mini- <br />mum, such logs and tests shall includz: <br />ll) Deviation checks during drilling on all holes <br />constructed by drilling a pilot hole which are en- <br />larged by reaming or another method. Such checks <br />shall be at su(ficiemly (requem intervals to deter- <br />mine the locmion of thz borehole and to assure <br />that vertical avenues (or Fluid movement m the <br />form of diverging hobs arc not created during <br />drilling: and <br />(2) Such other logs and tests as may be needed <br />alter taking imo account lhz availability ofsimilar <br />dam in thz area of the drilling site, the consuuc- <br />lian plan, and the need (or additional information <br />ihai may arse from time to time u the cons[mc- <br />tion of the well pmgresszs At a imnimum, the <br />following logs shall be required in the following <br />situations: <br />(i) Upon msinllation of ihr surface casing: <br />(A) Resistivity, spontaneous potzntial, and cali- <br />per logs before the casing a insmlled; and <br />(B) A cement bond and variable denviy log, <br />and a temperature log alter the casing is set and <br />cemented. <br />(ii) Upon installation of the long string cuing: <br />(A) Resistivity, spontaneous potential, porosity, <br />caliper, gamma my, and fracture finder logs before <br />the casing is installed; and <br />(B) A cement bond and variable denviy log, <br />and a temperature log alter the casing is set and <br />crmenied. <br />(iii) Thr Director may allow the use of an alter- <br />native io the above logs when an ahemalive will <br />provide equivalem or benzr in(ortnauon: and <br />(3) A mechanical inegrity rest conniving oC <br />(i) A pressure Izsl wish ligwd or gas; <br />(ii) A radioactive tracer survey; <br />(iii) A temperature or noise log; <br />(iv) A casing inspection log, if required by the <br />Director: and <br />(v) Any other lest required by the Director. <br />(b) Whole coes or sidewall cores of thz conlin- <br />mg and in)ection zones and fortnatian Fluid sam- <br />ples from the injection zonr shall be taken. The <br />Director may accept cores (coin nearby wells i([he <br />owner or operaor can demonstrate that core re- <br />trizval is not possible and That such cores are rep- <br />resentative of conditions at [hz well Thz Director <br />may require ihr owner or operator Io core other <br />formations in the borehole. <br />(c) The Buid Iempeininre, pH, conductivity, <br />pressure and the static Fluid Izvel of the injection <br />zone must be recorded. <br />(d) At a minimum, the following in(ortnation <br />concerning the injection and confining zones shall <br />be determined or calculaed for Class I hazardous <br />waste injection wells: <br />(U Fracture pressure: <br />(?) Other physical and chemical charactenvics <br />of the injection and confining zones; and <br />(?) Physical and chemical characteristics of ihz <br />formation Fluids m the injection zone. <br />(z) Upon completion, but prior to operation, the <br />owner or operator shall conduct the following revs <br />to ven(y hydrogeologic charaaenstics of the injee <br />tion zone: <br />(I) A pump mst, or <br />(?) In)eciivny iesis. <br />(Q The Direcmr shall have the opportunity to <br />witness all logging and testing by this Subpar. <br />The owner or operator shall submit a schedule of <br />such activities to the Dvrctor 30 days prior to <br />conducting the first test. <br />§ 146.67 Operating requirements <br />(a) Except during vimulation, the owner err op- <br />erator shall assure that injection pressure al [he <br />wellhead dots not exceed a maximum which shall <br />fir calculated so as to assure that the prcssurc m <br />the in)ection zone dunng injection does not initiate <br />nzw (raclures or propagate zxiving fractures in the <br />injection zone. The owner or operator shall assure <br />that the injection pressure does not iniimrc frac- <br />tures or propagate existing (raclures in [he confin- <br />ing zonz, nor cause [he movemem of injenion or <br />formation Owds into a USDW. <br />(b) In)eciion between the owermost caving pra- <br />[zcting USDWS and the well bore is prohibited. <br />(c) The owner or operator shall maintain an an- <br />nulus prcssurc that exceeds ihr opernting injection <br />pressure, unless the Director dazrmines ihai such <br />a rcquircmeni might harm the integrity of the well. <br />19 <br />
