Proposed stimulation program; <br />(31 Proposed injection procedure; <br />(4) Proposed comingeney plans, i( any, Io cope <br />with well failures so as to preerm nugrmion of <br />comaminaling Fluids into an underground source <br />of drinking water; <br />(5) Plans for meeting the monitoring requirc~ <br />meets o(§ 146:?316). <br />(c) Prior to gmming approval (or the optmtion <br />of a Class II well the Direcmr shall consider the <br />following information: <br />(U All available logging and testing program <br />data on the well; <br />(?) A demonstration of mechanical imegosy <br />pursuant m § 146.8: <br />(?) The anticipated maximum pressure and flow <br />rate m which Ihr pernuure wdl operate. <br />(4) The resuhs of the formation msung program; <br />(5) Tht actual injection procedure: and <br />(6) For new wells the status of corrective scion <br />on detective wills m the area o(review. <br />(d) Prior to granting approval for the plueging <br />and abandonment o(a Class II well the Director <br />shall Consider the following information: <br />(I) The type, and number of plugs to be used; <br />(2) The placement of each plug Including the <br />elevation o(top and bonom: <br />(?) I, 19871 <br />Subpart D-Criteria and Standards <br />Applicable to Class III Wells <br />§ 146.31 Appllcablll[y. <br />This subpart establishes criteria and standards <br />for underground mjtcuan control programs to reg- <br />ulate Class III wells. <br />§ 146.32 Construction requirements <br />(a) All new Class 111 wells shall bt cased and <br />cemented to prevem the migmtian of Omds into or <br />between underground sources of dnnking water. <br />The Director may waive the cementing require- <br />ment (or new wells in existing pro)ects or portions <br />of existing projects where he has substantial eei- <br />dence Thal no contamination of underground <br />sources of drinking water would resuh. The casing <br />and cemem used in the constmction o(each newly <br />drilled well shall be designed for the life expect <br />ancy of the well In detenninmg and sprn(ymg <br />rasing and cementing requirements, the fallowing <br />(actors shall be considered: <br />(I) Depth to the injection zone; <br />(?) Injection pressure, external pressure, internal <br />pressure, axial loading, etc.: <br />(?) Holr size: <br />(4) Size and grade of all casing strings (wall <br />Ihi<kness, diameter, nominal weighs, length, join) <br />specification, and construction mmeriap; <br />(5) Corrosiveness of injected fluids and forma- <br />tion Iuids: <br />(6) Liihology of injection and confining zones; <br />and <br />(7) Type and grade of cement. <br />(h) Appropnate logs and ocher tests shall br <br />conducted during she drilling and constmction of <br />new Class III wells A descriptive report interpret- <br />ing Ihr results of such logs and Itsts shall be prc- <br />parcd by a knowledgeable log analyst and submil- <br />ttd to the Dlrcctor. The logs and sees approprime <br />to each sype of Class III well shall be detrmiined <br />based on she imended (unction, depth, conswnion <br />and other chamcterisucs of she well, availabdisy of <br />similar data m the area of the drilling site and the <br />need (or additional information that may arise <br />from time to time as the constiuclion of Ihr well <br />progresses. Deviation checks shall be conducted <br />on all hosts where pilot holes and rearrung are <br />used, unless she hole wdl be cased and cemrmed <br />by circulating cement to Ihr surface. Where devi- <br />ation checks arc necessary they shall be conducted <br />al su(ticiently frequem intervals to assure Ihm ver- <br />sical avenues (or Iluid migrasion in the form of di- <br />verging holes arc not created during drillings. <br />13 <br />
