<br />§ 146.33 <br />(c) Where the injection zone is a formaion <br />which is naturally wafer-beanng the following in- <br />fonnauon concerning the injection zone shall be <br />determined or calwlated (or new Class III wells or <br />pro)eas <br />(1) Fluid pressure: <br />f2) Fracture pressure; and <br />(3) Physical and chemical characteristics of the <br />(onnation fluids <br />(d) Where the in)ection fonnmion is not a <br />water-bearing formation, the information m para- <br />graph (c)(?) of this section muv br wbmitted. <br />(e) Where injenion is mm a formation which <br />contains wafer with less than 10.000 mg/I TDS <br />monitonng wills shall be completed into the injec- <br />tmn zone and into any underground sources of <br />drinking water above the injection zone which <br />could bt affected by the mining operaion. These <br />wells shall be located in such a fashion as Io de- <br />Iecl any excursion of injection Ruids, process by- <br />products, or (onnation Ruids outside the mining <br />area or zone. If the opemlion may be affected by <br />subsidence or catastrophic collapse the monitoring <br />wells shall be located so that they will not be <br />physically affected. <br />(U Where injection is into a (onnalion which <br />does not contain water wish less than 10,000 mg/ <br />I TDS, no monitoring wells are necessary in the <br />injection stratum. <br />(g) Where the injection wills pecelmle an <br />USDW in an area subject to subsidence or cata- <br />strophic collapse an adequate number a( moniror- <br />mg wells shall be completed inro the USDW to <br />detect any movemem of injected Ruids, process <br />by-products or formation Ruids into the USDW. <br />Tht monuonng wills shall be located outside the <br />physical m0uentt of the subsidence or cma- <br />strophic collapse. <br />(h1 In determining the number, location, con- <br />struction and frequency of monitoring of [he mon- <br />itoring wells the following criteria shall be consid- <br />ered: <br />(U Tht population relying on the USDW a(- <br />(ened or pottmially affected by the injection oper- <br />ation: <br />(?) The proximity of the injection operation to <br />points of withdrawal of drinking wmer; <br />(3) The local geology and hydrology: <br />(J) The operating pressures and whether a nega- <br />tive pressure gradient is being maintained; <br />(5) The nature and volume of the injeaed Iluid, <br />the formation water, and the process by-products: <br />and <br />(6) The injection well density. <br />IJS FR J2500, June 2J, IYBO. as amended at 46 FR <br />J3163. Aug 27, 1981. J7 FR 5000. Feb. 3. 19821 <br /> <br />4146.33 Operating, monitoring, and re- <br />porting requlremen[s. <br />(a) Operating requirements. Operating rcquire- <br />ments prcsenbed shall, at a minimum, specify Ihm: <br />(I) Except during well stimulation injection <br />pressure ai the wellhead shall be calculated so as <br />to assure that the pressure m the injenion zone <br />during in)ection does not initiate new fractures or <br />propagate existing fractures in the injection zone. <br />In no case, shall injection pressure initiate (rac- <br />lures in tht confining zone or cause the migration <br />of mjecuon or formation fluids into an under- <br />ground source of drinking water. <br />(2) Injection between the owennosl casing pro- <br />tecting underground sources of drinking wafer and <br />the well bore is prohibited. <br />(b) hfanimring requirementr. Monitoring re- <br />quirements shall, al a minimum, specify: <br />(I) Monitoring of the nature of mjened Rinds <br />with sufficient frequency to yield representative <br />dam on its characteristics. Whenever the injection <br />Ruid is modified to the extent that Iht analysis re- <br />yuircd by § 146.34(a)(7)pii) a incortect or incom- <br />phtt, a new analysis as required by <br />¢ 146.34(a)(7)(iii) shall be provided to Iht Direc- <br />tor. <br />(?) Monitoring of injection pressure and either <br />Row tine ur volume semrmonihly, or metering <br />and daily recording o(injecled and produced Ruid <br />volumes as appropriate. <br />(3) Demonstration of mechancal mtegnty pur- <br />suant to § 146.08 al least once every five years <br />during the life of the well (or salt solution mining. <br />(4) Monitoring o(Ihe Fluid level in the injection <br />zone semi~momhly, where appropriate and mon- <br />itonng of the paramemrs chosen to measure water <br />quality in the monitoring wells required by <br />§ 1x6.3?(e), semi-monthly. <br />(5) Quarterly monitoring of wells required by <br />} 146 3?(g). <br />(6) All Class III wills may be monitored on a <br />held or project basis rasher Than an individual well <br />basis by manifold monitoring. Manifold monitor- <br />ing may be used in Lasts of facilities consisting of <br />more Ihan one infenion welh apemting with a <br />common manifold. Separate monitoring systems <br />for each will art not required provided the owner/ <br />operator demonstrates thin moot (old monitoring is <br />comparable to individual well monitonng. <br />(c) Reporting requirements. Reporting rcquirc~ <br />meets shalh m a minimum, include: <br />(I) Quarterly reporting to the Director on re- <br />quired monitoring: <br />(2) Resuhs of mechanical integrity and any <br />other periodic test required by the Director re- <br />ported wuh the lost regular quarterly report oiler <br />the completion of the lest; and <br />14 <br />
