L <br />§ 146.24 <br />(2) Injection between the outemiosl casing pro- <br />tecting underground sources of drinking water and <br />the well bore shall be prohibited. <br />(b) hlnmmring requirements. Monitonng re- <br />quircments shall, m a minimum, include: <br />(I) Monitoring of the nature of injected fluids <br />m time intervals sufficienly frequent to yield data <br />rcpresentauve o(Iheir chamcterislics; <br />f2) Observation of injecion pressure, flaw rate, <br />and cumulative volume at teal with the following <br />frequencies: <br />(i) Weekly (or produced Iluid disposal oper- <br />mions; <br />(ii) Monthly for enhanced recovery operations; <br />(iii) Daily during the injection of liquid hydro- <br />carbons and in)ecuon for withdrawal of stored hy- <br />drocarbons: and <br />(iv) Daily during the in)ecion phase of cyclic <br />steam operations <br />And recording of one observation of injection <br />pressure, Ilow rare and cumulative volume ai rea- <br />sonable intervals no greater than 30 days. <br />(3) A demonstmlion of mechanraal integnty <br />pursuam to § 136.8 at lent once every five year <br />during the life of the injection well: <br />(4) Maintenance of the rcsulis a( all monitoring <br />until the next permit review (see 40 CFR <br />144.5?(a)(5)); and <br />(5) Hydrocarbon smmge and enhanced recovery <br />may be momtorcd on a bald or project buts rather <br />than on an individual well buts by manifold mon- <br />rtonng. Manifold monuonng may be used in cues <br />of facilvies consorting of more than one injection <br />well, operating with a common mani(ald. Separate <br />monitoring systems for each well are not required <br />provided the owner/operamr demonstrates that <br />mani(uld monuonng is comparable to indmdual <br />well monitorng. <br />(c) Reporting reyuirements. (I) Reporting re- <br />quirements shall at a minimum include an annual <br />report to the Direcor summarizing the rcsulis of <br />momtonng required under paragraph (h) of this <br />section. Such summary shall include monthly <br />records of injected flwds, and any major changes <br />in characteristics or sourms of injected Ouid. Pre- <br />viously submined information may be included by <br />relerence. <br />(2) Owners or operators of hydrocarbon storage <br />and enhanced recovery projects may report on a <br />field or projen basis rather than an individual well <br />buts where manifold monitoring is used. <br />(Clean Water Act, Sate Drinking Water Aa. Certain maps, cross-sections, tab- <br />ulations of wills within the area of review, and <br />other data may be included in the application by <br />reference provided they are cunenl, readily avail- <br />able to the Dlrector ((or example, in the permnling <br />agency's files) and sufficiently identified to be re- <br />meved. In cues where EPA rssues the pemiiL all <br />the in(onnation in this section is to be submined <br />to the Adminislmtor. <br />(a) Prior to the issuance o(a permit (or an ex- <br />isting Class II well to operate or the conswction <br />or conversion of a new Class II well the Dlrector <br />shall consider the following: <br />(D Information required in 40 CFR 144.31 and <br />143.31(g); <br />(?) A map showing the injection well or project <br />area for which a pemut a sought and the applica- <br />ble area of review. Within the area of review, the <br />map muse show the number or name and location <br />of all existing producing wells, injection wells, <br />abandoned wells, dry holes, and water wells. The <br />map may also show sudace bodies of waters, <br />mines (surface and subsurface), quarties and other <br />peninem surface features including residences and <br />roads, and (culls i( known or suspended. Only in- <br />formation of public mcord and pemnent in(orma- <br />Iion known to the applicant is required Io be in- <br />cluded on Ihis map. This requirement does not <br />apply to existing Class II wells; and <br />(3) A tabulation of dais rcuonably evadable <br />(rum public records or otherwise known to the ap- <br />plicant on all wells within the area of review im <br />eluded on the map required under paragraph (a)(?) <br />of Ihis section which penelrme the proposed injec- <br />tion zone or, in the case of Class II wills operal- <br />mg over the fracture pressure of the injection for- <br />mation, all known wells within the area of review <br />which penetrate formations affected by the in- <br />crease in pressure Such data shall include a de- <br />scription of each well's type, construction, date <br />drilled, location, depth, record of plugging and <br />complete, and any additional infomtalion the Di- <br />rector may require. In cues where the information <br />would be repetitive and the wells are of similar <br />age, type, and construction the Director may elect <br />to only require data on a representative number of <br />wells. This requirement does not apply io existing <br />Class II wells. <br />(3) Proposed opemung data: <br />(i) Average and maximum daily rate and vol- <br />ume of fluids to be injected. <br />(iii Average and maximum injection pressure; <br />and <br />)2 <br />
