In determining and <br />specdymg caring and cememmg regwremenis. the <br />following (actors shall bz considered: <br />(i) Depth to the injzaion zonz: <br />(ii) Depth to the bottom of all USDWs; and <br />pii) Estimated maximum and average injection <br />pressures. <br />(?) In addition the Director may consider infor- <br />mation on <br />(Q Nature of formation fluids; <br />(u) Lnhology of injection and confining zones; <br />Qii) Exlemal pressure, mtemal pressure, and <br />axial loading: <br />(iv) Hole size; <br />(v) Size and grade of all casing strings; and <br />(vi) Class o(cemzni <br />lc) The requiremems in paragraph (b) of this <br />section nezd not apply to existing or newly con- <br />vened Class II wells located in existing holds i(: <br />(U Regulatory controls for casing and cemem- <br />ing existed for Ihose wells at the time of drilling <br />and thosz wells are in compliance with those coin <br />vols: and <br />l'--) Well injtction will not resuh in the move- <br />mtnt of fluids into an underground source of <br />drinking water so as to create a significant nsk to <br />the health of persons. <br />(d) The requirements in paragraph (bJ of this <br />section nttd not apply to newly drilled wells in <br />existing fields iC <br />(I) They meet the requirements of the State for <br />caring and cemening applicable to that field at the <br />time of submission of the Smte program to the <br />Adminis[raior: and <br />(2) Wrll injecion will not result in the movt- <br />mem of Bwds into an underground source of <br />drinking water so as to creole a significant risk to <br />the health of persons. <br />(e) Where a Slate did nut hour regulatory con- <br />trols (or casing and cementing prior to the lime of <br />the submissmn of the State program to the Admin- <br />istrator, the Director need not apply the casing and <br />cementing requirements in paragraph (b) of this <br />section i( he submits as a part of his applicmion <br />(or primacy, an appropriate plan for casing and ce~ <br />mooting of existing, newly convened, and newly <br />drilled wells in existing fields, and the Adminis- <br />Irmor approves the plan. <br />(f) Appropriate logs and other tests shall bt <br />conducted during the drilling and construction of <br />new Class II wells. A descriptive report imerprel- <br />ing the results of thin Ammon of those logs and <br />tesrs which specifically relate to (q an USDW and <br />the confining zone adjacent to it, and (?) the injec- <br />lion and adjacent formations shall be prepared by <br />a knowledgeable log analyst and submitted to the <br />dircnor. At a minimum, these logs and tests shall <br />include: <br />11) Deviation checks on all holes constmcted by <br />first drilling a pdot hole and thin enlarging the <br />pilot holz, by reaming or another method. Such <br />checks shall be at sufficiently (requem imervals to <br />assure that vertical avenues (or huid movement in <br />the form of diverging hops are not crcattd during <br />drilling. <br />(?) Such othzr logs and tests as may be needed <br />aher taking into account the availability of similar <br />data in the area of the drilling site, the constmc~ <br />tion plan, and the need for additional information <br />that may grist from Time to time at the contlmc- <br />tion of the well progresses. In detznnining which <br />logs and tests shall be required ihz following shall <br />be considered by the Direewr in setting logging <br />and resting requirements: <br />(i) For surface casing intended to protect under- <br />ground sources of drinking water in areas where <br />the lithology hat not been determined: <br />(A) Electrc and caliper logs before casing is in- <br />stalled; and <br />(B) A cement bond. temperature, or densny log <br />alter the casing is set and mmented. <br />(ii) for intermediate and long strings of casing <br />mttnded to facilitate injection: <br />(A) Electric porosity and gamma ray logs before <br />the casing is installed: <br />(B) Fracture finder logs; and <br />(C) A cement bond, temperature, or density log <br />alter the casing is set and cemented. <br />(g) At a minimum, the following information <br />coneemmg the injection fomration shall be deter- <br />mined or calculated (or new Class II wells or <br />projects: <br />(q Fluid pressure; <br />('_) Estimated fracture pressure: <br />f3) Physical and chemical characteristics of the <br />injtction zone. <br />f-05 FR x2500.
