Mr. Jerry White <br />Lorimer County Planning Division <br />April 25, 1995 <br />Page 5 <br />The topography on the site dips to the southeast, therefore, surface water coming onto the <br />property is generally from the northwest and water drains at the southeast comer. Connell <br />will submit an application to the Colorado Department of Health for a Storm Water <br />Dischazge Permit and Storm Water Management Plan. Connell will take measures to <br />minimize the disturbance the natural drainage course on the site. Topsoil and overburden <br />stockpiles will be placed outside the floodway and aligned in the direction of the flows (see <br />Exhibit C). Stockpiles remaining in one location for longer then one growing season shall <br />be seeded to reduce erosional effects. The excavation of a pit will reduce the floodplain <br />width as well as the flow velocities. It will act as a sediment trap and reduce the amount <br />of sediment potentially leaving the site. <br />There are some wetlands (.55 acres) on the property that have evolved over the yeazs from <br />the irrigated farming. These wetlands may require additional permitting through the U.S. <br />Army Corps of Engineers. <br />11. Land uses within S00 feet. The land in and azound the site is zoned FA-1. The current use <br />of this site is for irrigated crop growth. The land azound the site is and has in the pas[ been <br />used for sand and gravel mining. Fort Collins Sand and Gravel has an active mining <br />operation directly to the south of the Wellington Pit site. Directly to the north is land that <br />was mined by Western Mobile. <br />C. Legal Description <br />The following Iega1 description is as stated in the Lease Agreement with the property owner, Grant <br />and Connell Resources. <br />The Southwest Quarter of Section 3, Township 6 North, Range 68 West of the 6th P.M., EXCEPT <br />that portion deeded to the State Highway Department of the State of Colorado by deed recorded <br />in Book 821 at Page 239 and also EXCEPT those portions conveyed by the following instruments: <br />Book 1234 at Page 254; Book 1658 at Page 858; Book 1660 at Page 398; Book 1697 at Page 775; <br />Book 2047 at Page 101; Book 2192 at Page 1775; Reception No. 880149]8; Reception No. <br />88059400; Reception No. 89013129. <br />D.
