. 6.17 Detonating cord shall not be used if it is kinked, bent, or otherwise damaged. <br />6.18 Damaged or deteriorated explosives or detonators shall be destroyed in a safe manner. <br />6.19 Unused explosives and detonators shall be moved to a safe location as soon as charging is <br />complete. <br />6.20 Prepare the loading zone by placing warning signs at each end and alongside the loading zone. <br />6.21 Areas in which charged holes are awaiting firing shall be guarded or barricaded and posted, or <br />nagged against unauthorized entry. Ample warning shall be given before blasts are fired. All <br />persons shall be cleared and removed from the blasting area unless suitable blasting shelters are <br />provided to protect men endangered by concussion or flyrock from blasting. <br />6.22 Guarding the blasting area and clearing of personnel before the blast is the responsibility of the <br />supervisor in charge. <br />613 [n areas where holes are charged all two way communications will cease until the all clear <br />warning has been given. <br />6.24 A preblast audible warning consisting of one (1) minute series of long blasts will be given five <br />(5) minutes prior to the blast detonation. Prior to blasting a blast signal of a series of short <br />blasts one (1) minute prior to the shot will be given. All audible warnings shall be heard within <br />a '/z mile of the blast area. <br />• 6.25 A safety check-otf list will be used to make the final inspection of the blasting circuit and blast <br />area by the qualified authorized person in charge. <br />6.26 Final preparations and initiation of the shot will be supervised by the Drilling and Blasting <br />Foreman or a designated replacement. <br />6.27 The initiating device (blasting machine) for an electrically initiated blast will require a key to be <br />operated. All other initiating devices will be controlled by the Drilling & Blasting Foreman or a <br />designated replacement. <br />6.28 Delay connectors for firing detonating cord shall be treated and handled with the same safety <br />precautions as blasting caps and electronic detonators. <br />6.29 Lead wires will not be connected to the blasting machine until immediately prior to the shot. <br />6.30 The key to the blasting machine shall be entrusted to one predesignated member of the Drilling <br />and Blasting crew. <br />6.31 All surface blasting shall be conducted between sunrise and sunset unless a blast must be <br />delayed due to the occurrence of an unavoidable hazardous condition and cannot be delayed <br />until the next day because o[ potential safety hazards that could result. <br />6.32 The Bear Coal Mine facilities which are located within a +/z mile of the surface blasting activities <br />will be notified no less than 24 hours prior to blasting unless otherwise agreed upon in written <br />form. <br />• 6.33 A record of each blast will be retained for 3 years and will be available for inspection by the <br />regulatory authority (MLR) and by the public upon request.
