"Daily Maximum limitation" means the limiu[ion for this pazameter shall be applied as an instantaneous maximum (or, <br />for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any <br />individual sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendar <br />month. Any instantaneous value beyond the noted daily maximum limitation for the indicated parameter shall be <br />considered a violation of this permit. <br />3. "Grab" sample, is a single 'dip and take" sample so as to 6e representative of the parameter being monitored. <br />4, 'In-situ" measurement is defined as a single reading, observation os measurement taken in the field at the point of <br />discharge. <br />5. 'Potentially dissolved (Pp) metal fraction 'is defined in the Basic Standards and Methodologies for Surface Water <br />3.1.0, as that portion of a constituent measured from the filvate of a water and suspended sediment sample that was <br />first veated with nivic acid to a pH of 2 or less and let stand Cor 8 [0 96 hours prior to sample filtration ttsing a 0.4 or <br />0.45-UM membrane filter. Note the 'potrntially dissolved" method cannot be ttsed where nitric acid will interfere with <br />the analytical procedure used for the constituent measured. <br />6. "Thirty (30) day average" means, except for fecal coliform bacteria, the arithmetic mean of all samples collected during <br />a thirty (30) consecutive-day period. For fecal coliform bacteria, it is the geometric mean of till samples collected in a <br />thirty (30) day period. The permittee shall report the appropriate mean of all self-monitoring sample data collected <br />during the calendar month on the Discharge Monitoring Reports. Samples shall not be used for more than one (1) <br />reporting period. <br />7. "Water Quality Control Division' or "Division" means the state Water Quality Conrol Division as established in 25-8- <br />101 et al. <br />D. REPORTING <br />1. Sig,r~tory and Certification Requirements <br />a. All reports and other information required by the Division, shall be signed and certified for accuracy by the <br />pcrmittee in accord with the following criteria: <br />(1) In the case of corporations, by a principal executive officer of at least the level of vice-president or his or <br />her duly authorized representative, if such representative is responsible for the overall operation of the <br />facility from which the discharge described in the form originates; <br />(2) In the case of a partnership, by a general partner; <br />(3) In the case of a sole proprietorship, by the proprietor; <br />(4) In the case of a municipal, state, or other public facility, by either a principal executive officer, ranking <br />elected official, or outer duly authorized employee. <br />b. All reports required by permits, and older information requested by the Division shall be signed by a person as <br />described above or by a duly authorized representative of that person. A person is a duly authorized <br />representative only if: <br />(1) The authorization is made in writing by a person described above; <br />(2) The authorization specifies either an individual or a position having responsibility for the overall operation <br />of the regulated facility or activity such as the position of plant manager, operator of a well or a well field, <br />superintendent, position of equivalent responsibility, or an individual or position having overall <br />responsibility for environmental matters for the company. (A duly authorized representative may rhos be <br />either a named individual or any individual occupying a named position); and, <br />
