7. What containment does the permittee have for materials used, processed <br />or stored on site? <br />A limited amount of coal was present in the central Ioadout <br />facility. Runoff water from this area is diverted to <br />sedimentation pond 10-A. No other storage facilities (e.g. <br />diesel, solvents, etc.) were noted. Fuel for the equipment is <br />provided by a tank truck. <br />Are additional controls necessary? N <br />Is the Materials Containment Plan adequate? N <br />If no, explain. <br />A materials containment plan was not available for review during <br />the inspection. As construction just started, no stored chemicals <br />were noted. A plan must be developed, implemented, and submitted <br />to the Water Quality Control Division. If a plan was developed, <br />the date it was submitted, and any updates, must be provided. <br />8. Describe the wastewater treatment processes: <br />The wastewater treatment process consists of settling ponds. No <br />chemical are proposed for use in the treatment process. Only <br />three ponds were under construction at the time of inspection. <br />The Colorado Division of Minerals and Geology requires that the <br />soil for the ponds be compacted. Revegetation of the disturbed <br />areas will be required. <br />SECTION D: OPERATION/MAINTENANCE: <br />9. Evaluate the treatment facility. Include in this evaluation a <br />discussion of any operation and maintenance problems: <br />The settling ponds were dry as they were recently constructed and <br />no significant precipitation had been received since then. Soil <br />erosion into the settling ponds may make the Total Suspended <br />Solids (TSS) difficult to control. Implementation of the soil <br />erosion prevention practices should minimize the TSS impact. <br />10. How are solid wastes disposed? Could this disposal practice affect <br />water quality, including groundwater? Please describe in detail. <br />The coal is stored on-site until it is transported to the New Elk <br />preparation plant. The mine overburden will would also be stored <br />on-site as fill. It is not expected that these activities would <br />pose a significant impact on the groundwater. <br />11. How are hazardous wastes disposed? Could this disposal practice affect <br />water quality, including groundwater? Please describe in detail. <br />No hazardous wastes were noted during the inspection. Solvents <br />and oils from vehicle maintenance should be stored for recycling. <br />
