June 26, 1984
Mr. h1ark Loye
Page 2
2. The word drainageway is perhaps too strong a word or the
incorrect word to use for the draws of stage 1B. The bottom
of the sloped areas are at best an ephemeral drainage. Only
in extreme downpours would they carry any water and then very
little. Please note in exhibit B that very little area outside
the effected land would contribute to this drainageway or draw.
The diversion ditches would be a channel cut about one foot deep
and would be located at the top of the pit slope and on the
uphill side of the pit. The main purpose of this channel is to
protect the bare, mined slopes from erosion. This channel would
very rarely carry any water and if it did, the volume would be
minimal. Therefore, increased sedimentation would be virtually
non-existant.
3. The buffer areas are noted in Map Exhibits F-1B(a) and F-16(b)
which are enclosed with this report. The absence of an erosional
problem is noted on page 23 of the report by Tony Puga who is with
the SCS.
EXHIBITS E f, F
1. After the initial cut, the backfilling will be part of the mining
process - as new areas are opened, a like amount of area will
be backfilled. The only material that will have to be backfilled
prior to final reclamation will be the overburden that was stock-
piled while making the original cut. The total volume of stock-
piled overburden from both lA and 1B will be less than 20,000
cubic yards.
2. There is little or no water being drained from outside phase 1B.
Therefore, no added erosion control is needed nor will it be
necessary to reconstruct the drainageway or draw. Again, drain-
ageway is probably either too strong a word or the incorrect
word to be used for the draw of area 1B.
3. The areas to be used for wheat growing will be determined by
the landowner after retopsoiling has been completed. If the
landowner elects to plant winter wheat, he will do so at that
time. If not, we will reclaim for pasture. If the landowner
elects to postpone his decision we would reclaim for pasture
until the landowner decides otherwise.
