Mr. Lee Doughty
May 14, 1981
Page Two
2. From the map submitted in 1974, it appears that there are five separate
clay and/or rock pits. The pits, any stockpile areas (clay, rock or
topsoil), the location of any fixed equipment, any roads constructed as
part of the permit area, parking areas,adjacent landowners (if any), and
other structures or disturbances associated with the mining operation
should be shown on the map and included in the permit acreage.
3. The direction of mining for each pit should be shown on the map or other-
wise indicated.
4. The map should clearly outline the acreage of the affected land (whether
that is 5 acres, 9 acres or some other amount).
5. The map should have a scale.
6. Amore detailed mining plan is needed giving not only direction of mining
in each pit but also typical production rates, a mining timetab.Le, working
face slopes in each pit, amounts of topsoil stockpiled, depth and extent
of clay deposit, planned extent of each pit, type of rock mined and how
it is mined (blasting, benching, etc.), erosion control structures (if
any) and any other details of the mining plan that you feel are appropriate.
7. Topsoil stockpiles should be seeded with a perennial grass cover such
as Western wheatgrass at a typical broadcast rate of 6.0 lbs. P1.S/acre.
Exhibit D
1. Wildlife
a. An evaluation of wildlife describing species in the area ancf the poten-
tial impacts of the operation on wildlife can be gotten from the Colo-
rado Division of Wildlife. This evaluation is necessary to complete
the application. I suggest you contact them as soon as pos~:ible
(Chuck Grand Pre at 825-1192, ext. 279).
2. Water Resources
a. Is any water needed for this operation? If so, how much is needed
and what is the industrial use water right to be used?
b. Will water be encountered in the pits, or are they dry?
c. Are there any drainages near any of the pits that will need protection
from sediment-carrying runoff? If so, sediment control structures,
such as berms, should be constructed to control erosion.
3. Vegetation and Soils
a. A complete discription of the plant species found on the site and their
estimated percent cover should be provided to our Division.
b. A complete description of the soils on the affected land including
types and depths should be provided to our Division.
c. The Soil Conservation Service can provide the vegetation and soils
information needed.
Exhibit E
1. Amore complete reclamation plan should be provided, giving at least the
following items:
a. A detailed reclamation seeding mixture giving individual species and
the planned seeding rates (drilled or broadcast);
b. Fertilization plans;
c. Mulching plans;
d. Topsoiling plans including method of replacement and depth;
I~
