r. Lee Doughty
May 14, 1981
Page Three
e. Final grading of pit slopes (to be no steeper than 2H:1V fox good
revegetation results); ~+
f. Protection of drainages in final reclamation;
g. Tree species to be planted, location and density of such plantings; and,
h. Fencing (or other plans) as necessary to protect newly reclaimed areas
from grazing for at least two growing seasons.
2. The local officer of the Soil Conservation Service can provide an evalua-
tion of vegetation and soils as well as revegetation plans. They should
be consulted as soon as possible.
Exhibit F
Ed Anderson, Jefferson County Zoning Planner, has told me that Jefferson County
has no problem with your operation, but I still need written verification of
the zoning for the permit file (before the Board can consider the application).
Exhibit G
The owner's tax receipt was not included as your March 27th submission indi-
cated. Please send me a copy of this.
Exhibit H
In the materials originally submitted in 1974, you estimated your reclamation
costs at $5,000.00. Bond is required of all private mine operators in the
state, even when they are also the landowner. Therefore, I plan to recommend
a bond of $2,500.00. This is the maximum bond under the terms of a limited
impact permit.
I have tried to be comprehensive in my review of the permit. I realize that
I have asked a large number of questions about the operation. However, if
you refer to Rule 3 in our Rules and Regulations, you will note that all these
items are necessary for a adequate permit (that can be recommended for Board
approval). If I can help to get any of the various things I requested or
clarify any of my questions, please call me.
I have scheduled this operation for the May 27th meeting to be held at Fairfield
Center, 200 Main Street, in Meeker, Colorado. If you and I can work. out the
various problems with the application, I can present this item in written form
to the Board and you will not need to be present.
Sincerely,
/~ ~ ~' O
Mark 5.
