Impacts on Downstream Water Supplies or Other Receiving Waters: <br />The discharge is not expected to have any impact on downstream <br />users or segments, provided compliance with effluent limitations is <br />achieved. <br />IV. FACILITY DESCRIPTION <br />A. Industry Description <br />The permit is for two underground sub-bituminous coal mines. The <br />original mine workings, Somerset Mine, are now sea'_ed and not expected <br />to be reopened. No reclamation has taken place yet. Therefore, fcr <br />the purposes of this permit, it is considered an "active" mine. The <br />new mine workings, Sanborn Mine, are adjacent to Somerset Mine, and <br />are just starting operations. The mazimum expected production rate is <br />750,000 tons of coal per year, with current production of 50,000 tons <br />per year. The estimated life of the Sanborn Mine is 20 years. <br />The Somerset Mine area is still used for the office and shop <br />facilities, as well as the coal loadout, which is now active. (The <br />mine was shut down for a number of years.) Gasoline and diesel fuel <br />are stored on site in underground tanks. <br />The facility is covered under federal regulation 40 CFR 434, the Coal <br />Mining Point Source Category, Subpart D, Alkaline Mine Drainage, and <br />Subpart F, Miscellaneous Provisions, Effluent Limitations for <br />Precipitation Events. <br />B. Wastewater Treatment Description <br />The wastewater sources are surface runoff and underground mine <br />dewatering. There are no spoil springs at the site. Treatment is <br />provided for the sources by unlined sediment ponds. <br />Bath house water and other sanitary wastewater is directed to a septic <br />tank/leach field system. <br />Potable water for the site is from the town of Somerset's drinking <br />water system. The water is chlorinated. Some of the water (up to <br />0.04 MGD) is used in the mine for dust suppression. Most of the water <br />will be absorbed by the coal.
