COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division
Rationale - Page 2. Permit No. CO-0000132.
III. RECEIVING STREAM:
A. Identification, Classification and Standards
1. Identification: Discharge is to Elk Creek, Hubbard Creek and
Sanborn Creek, all tributaries to the North Fork of the Gunnison
River. The North Fork of the Gunnison is in segment 3, Hubbard
Creek is in segment 5, and Elk Creek and Sanborn Creek are in
segment 6, all in the North Fork of the Gunnison River Sub-basin.
2. Classification: Segment 3 is classified for the following uses:
Recreation, Class 2; Aquatic Life, Class 1 (Cold); Agriculture.
Segment 5 is classified for the following uses:
Recreation, Class 1; Aquatic Life, Class 1 (Cold); Water Supply;
Agriculture.
Segment 6 is classified for the following uses:
Recreation, Class 2; Aquatic Life, Class 2 (Warm); Agriculture.
3. Numeric Standards: The standards which have been assigned in
accordance with the above classifications can be found in 3.5.0,
Classifications and Numeric Standards for the Gunnison River Basin
(5 CCR 1002-8). The standards which are impacted by this discharge
are, for segments 3 and 5:
Physical and Biological: pH 6.5 - 9.O s.u.
Metals: T. Recoverable Iron = 1.0 mg/1 (chronic)
T. Recoverable Manganese = 1.0 mg/1 (chronic)
B. Receiving Water Data
1. Stream Low Flow: The flows which will be used to calculate
effluent limitations are acute flows, those that occur for one day
every three years (lE3), or chronic, those that occur for thirty
days every three years (30E3). These flows have been determined by
the Water Quality Control Division and are as follows:
Type
Flow
N. Fork of Gunnison, below the Fire Mountain Canal (i.e.,
above the confluence with Hubbard Creek):
Acute (lE3):
Chronic (30E3)
0.10 cfs (0.065 MGD)
0.10 cfs (0.065 MGD)
N. Fork of Gunnison, above the Fire Mountain Canal (i.e.,
below the confluence with Elk Creek):
Acute (lE3): 41 cfs (26.5 MGD)
Chronic (30E3): 28 cfs (18.1 MGD)
