Industrial Wastewater Inspection Report <br />Powderhorn Coal Company, Permit # CO-0027146, Mesa County <br />April l9, 2001. Page 4 of 6 <br />Spoil piles were disposed of on site with all runoff from them being detained in <br />sediment detention ponds. Currently they are being reclaimed according to the <br />Colorado Department of Minerals and Geology regulations. <br />1 1. How are hazardous wastes disposed? Could this disposal practice affect water quality, <br />including groundwater? Does the permit properly reflect the facility conditions? No <br />[f no, identify the differences: <br />The mine is now closed and in the process oC reclamation under the regulations and <br />jurisdiction of the Colorado Division of Minerals and Geology. <br />Is there a need for extra permit conditions? To be evaluated by Permits Unit <br />Powderhorn Coal has made a written request to the Permits Uuit for a new <br />discharge point into the Colorado River and waiting for a response. The operator <br />stated during the inspection that the new discharge point will allow underground <br />mine water to consolidate to the lowest spot in the mine and discharge at one point <br />instead of two. The site of the proposed discharge point was briefly reviewed during <br />the inspection and no environmental or physical problems were noted. The written <br />request for a new discharge point was not reviewed during the inspection. As a <br />inspection recommendation, the Permits Unit should assure that ample information <br />was supplied in the request to show that the new discharge point will have safe <br />access Cor sampling, have an accurate means of (low measurement, not be <br />detrimental to the receiving stream, and be constructed so river bank erosion will <br />not occur. <br />l3.
