[ndustnal Wastewater Inspection Report <br />Powderhorn Coal Company, Permit ~ CO-0027Id6, Mesa County <br />April 19, 2001. Page 3 of 6 <br />Comments: More emergency response supplies (oil absorbent and socks) should be <br />obtained. The process to remove unneeded materials (waste oil, solvents, grease, <br />fuels, batteries, etc.) from the materials containment building needs to be started. <br />While materials are being removed, steps must be taken to assure that spills will not <br />enter the storm-drain Dear the building's unloading doorway. The storm-draio <br />terminates into ane of the detention ponds that may not be capable ofadequate <br />containment or treatment of spilled materials. <br />Describe the wastewater treatment processes: <br />Wastewater from the mine de-watering is measured and directly discharged into the <br />Colorado River. The mine de-wateriug wastewater meets discharge permit limits <br />directly out of the mine and does not need treatment. <br />Storm water runoff from the spoil piles is treated in a series of settling ponds to <br />remove suspended solids. The ponds discharge into Coal Creek and the Colorado <br />River. No chemicals are used for treatment. <br />SECTION D: OPERATION/MAINTENANCE: <br />9. Evaluate the treatment facility. Include in this evaluation a discussion of any operation <br />and maintenance problems: <br />The wastewater treatment was properly managed and operated during the <br />inspection. <br />Prior to completing closure of the sanitary lagoons, the dried bio-solids (sludge) <br />must be removed to an approved disposal site or evaluated by a Registered <br />Colorado Professional Engineer with Division concurrence to bury the solids on site. <br />The Division must be notified prior to removal or burial. <br />10. Haw are solid wastes disposed? Could this disposal practice affect water quality, <br />including groundwater? Please describe in detail. <br />The mine operation is inactive and will remain that wav. When active, the solid <br />waste (trash and garbage) was properly contained and hauled to the sanitary <br />landfill. <br />
