METHOD OF EXCAVATION Mining and reclamation will be concurrent. Mining operations will begin at one end of each phase and progress to the other end. Within each phase, mining operations will be limited to an area less than 2 acres per year. Overburden removed from the mining area will be used to backfill, shape and reclaim the previously mined out area. The topsoil (if any) will be removed from the new mining area and used to reclaim a previously mined out and prepared area. Gener- ally there is no topsoil. If any topsoil is encountered while mining Phase 1, it will be used to reclaim both pre-law and post-law disturbances. The overburden will then be removed and used to backfill a mined • out area. The overburden, wherever possible, will be ripped and moved with a bulldozer. In most instances the overburden will need to be drilled and shot prior to being moved with the bull- dozer. An Air Track is planned to be used for drilling, and the explosive is planned to be ANFO with the proper initiation system.
