<br />EXHIBIT "D" <br />MINING PLAN AND TIMETABLE <br />Location and Access <br />The property is located approximately 12 miles east and 5 <br />miles north of Penrose, Colorado. It is near the southern <br />boundary but fully within the Fort Carson Military Reserva- <br />tion. <br />Access is from two directions: one from the south via Stone <br />City Road, and the other from the north and east across the <br />Military Reservation. The mayor access will be through the <br />military Reservation via routes 1 and 14, and then across an <br />existing dirt road to the site. This access will be the ma- <br />~or access only so long as the Military Reservations gives <br />its consent. The Stone City access has a ten ton weight <br />limit, and therefore, can only be used by lighter traffic. <br />Access across the permitted property will generally be <br />through the phased mining areas except in the southeast cor- <br />• ner of the property (see map exhibit C-2). All roads used by <br />the mining activities that cross the permitted property will <br />be reclaimed unless otherwise requested by the surface owner. <br />It must be noted that the Military Reservations uses this <br />area for maneuvers, creating roads that will not be re- <br />claimed. <br />Current Conditions <br />Map exhibit C shows the outline of the permitted property, <br />topography, hydrologic factors and existing pre-law distur- <br />bances. This property was mined for many years ending in the <br />mid 1960's which left the mined portions of the property in <br />an unreclaimed state. The dominant use of the property is <br />wildlife habitat and military operations. There are no per- <br />manent man-made structures on the property or within 200 feet <br />of the boundary. <br />The clay deposit lies in non-continuous multiple seams which <br />are generally flat lying with a slight dip to the south. The <br />mayor clay seam is between 3 and 10 feet in thickness with 1 <br />to four minor seams less than 2 feet in thickness. The minor <br />seams are interbedded with sandstone ranging from 0 to 4 feet <br />in thickness. The average thickness of all seams is 8 feet. <br />The overburden above the clay is sandstone ranging in thick- <br />. ness from 0 to 60 feet. Current plans are to only mine the <br />clays with an overburden thickness totalling less than 40 <br />feet. The sandstone overburden forms a capping over the clay <br />and, in most instances, form mesas with vertical edges <br />(cliffs) 20 to 40 feet in height. The material below the <br />clay seams is also sandstone. <br />
