Sandco does not propose to perform excavations below the <br />water table that exists at the time of extraction at any point <br />within the application area. Further, it is assumed that, within <br />the confines of the river channel, the ground water table <br />elevation and the elevation of the river surface are coincident. <br />By terminating excavations when the water table is intercepted, no <br />excavation will occur below the elevation of the surface of the <br />river., Thus, the depth of excavation will fluctuate as the water <br />table and river surface fluctuate and it is unnecessary to <br />determine an average low water elevation. <br />4. Sandco, Inc. concurs with your recommendation in this <br />item and agrees to provide a detailed study of mining-related <br />impacts from this operation within two years of the date of permit <br />issuance. Further, Sandco agrees to incorporate the <br />recommendations contained in this study into the permit, adhering <br />to them during mining and reclamation. <br />_>. Sandco, Inc. expects to extract approximately 140,000 <br />tons annually under this permit. <br />E>. At the present time the corners of the Alternate <br />Stockpile Area are identified by #5 rebars, two feet long, driven <br />into t:he ground. The visibility of these corners will be enhanced <br />by driving steel fence posts alongside the rebar and painting the <br />posts florescent orange. Further, stockpiled top soil along the <br />westerly side of the area will aid in delineating that boundary. <br />7. The westerly edge of the Alternate Stock Pile Area is <br />removed from the river channel by approximately 350 feet and has a <br />surface slope less than 18. It does not appear that top soil <br />stockpiled in this location could erode excessively even when the <br />side ;;lopes exceed 3:1 without a cover crop. However, Sandco will <br />closely monitor the topsoil stockpile and if adequate vegetation <br />does not develop during the first growing season, the stockpile <br />will be seeded in accordance with S.C.S. recommendations. <br />Exhibit E - Reclamation Plan <br />1.. This application totally encompasses Permit No. M-80-130 <br />and partially encompasses Permit No. M-79-016. A portion of <br />Permit: No. M-79-016, shown on Exhibit C, was utilized as a <br />stockpile area and will be reclaimed by Sandco, in accordance with <br />the reclamation plan contained in that permit, by November 1, <br />1987.
