FACILITY INFORMATION: <br />This facility is a reclaimed underground coal mining operation. The mine <br />site was reconcoured, and revegecated during 1986. A11 buildings, tanks, <br />and other surface facilities were removed from the site. Three settling <br />ponds at the facility are uszd solely for surface runoff and are designed <br />to contain the 10-year, '24-hour precipitation event. <br />Since the facility is reclaimed, any discharges from the facility should <br />consist of surface runoff only. If discharge of mine water, prep plant <br />water, sanitary water or other non-surface runoff related water becomes <br />necessary, the Permittee will have to request chat an individual NPDES <br />permit be drafted prior co the occurrence of such discharge, to replace <br />this general permit. <br />V. ANTIDEGRADATION: <br />These are not reviewable waters pursuant to Szccion 3.1.8(3)(a) of the <br />Basic Standards and Methodologies far Surface Water (5 CCR 1002-2), based <br />on a finding of no incressed water quality impact. <br />VI. DISCUSSION: <br />Applicable effluent limitations and monitoring requirements regarding <br />post-mining outfalls, are addressed in Part I.B.1(a) and I.B.3(a), <br />respectively of the general permit. Outfalls 001, 002 and 003 are subject <br />to the effluent limitations and monitoring requirements for post-mining <br />outfalls. <br />As these outfalls discharge co Hubbard Creek, a tributary of the Gunnison <br />River (which is a tributary of the Colorado River), coral dissolved solids <br />monitoring of the disciarge shall be performed. Total phosphorus <br />monitoring shall not be performed. See page 3 of the general permit for <br />more information. <br />The Permittee will be required to develop and implement a Storm Water <br />Management Plan (SW-MP). ~1[hough some activit'_es may already be in place, <br />the SWMP will require the Permittee to coordinate best management <br />practices so the result is a reduction or elimination of pollutants <br />reaching state water from areas not limited by effluent limitations. The <br />Permittee will be required to submit the SWMP co the Division for review <br />within si:c months from the dale certification is issued. For specifics of <br />[he Plan and additional requirements, please reference the Part I.B.2 of <br />the 3eneral oermit. <br />
