Sprague <br />Page -5- <br />quarry operators shall provide to the Larimer County Planning Departm nt a detailed <br />report by a qualified blasting consultant, which shall address the following: <br />(1) The potential for damage from blasting to ar a structures, <br />houses, and wells. <br /> (2) Expected noise and vibration impacts on area r sidents from <br />the blasting. <br /> (3) Recommendations for blasting techniques to inimize the <br />effects on area residents, structures, wells, and houses. <br /> (4) Establishment of maximum allowable meas rements for <br />"scaled distance", and maximum allowable ground vibration levels at the ouse nearest <br />the quarries. <br /> (5) Suggestions for blast vibration monitoring and control <br />program. <br />c. All blasting shall comply with the recommendations in luded in the <br />consultant's report (b.l through b.4 above). <br />d. Written notification of the proposed blasting date sha 1 be sent by <br />the owners/operators by first class mail to all property owners within 200 feet of the <br />quarry. This notice shall be mailed at least one week prior to the blast. Names and <br />addresses of those to receive notice shall be determined from the records o the County <br />Assessor. The quarry owners/operators shall send to the County Planning Director an <br />affidavit stating that written notice has been sent, and including a list of th se receiving <br />the notice, at the time notice is given. <br />2. Other than blasting, all quarry activities shall take place only etween 7:00 <br />e. m. to 5:00 p. m., Monday through Saturday. <br />
