DUTIES AND PRIVILEGES OF P1Et16ERS <br />adjourn the meeting after determining <br />the Board members dish to discuss at <br />4.1 Attendance. All members of the Board shall attend all meetings of <br />the Board and shall not be excused from attending except by majority <br />consent of the Board. <br />4.2 Privileges. All members of the Board may move, second and debate, <br />subject only to such limitations as imposed by these rules. <br />4.3 Votin Every member of the Board who is present shall vote either <br />aye" or "no" on every question put before the Board, unless excused <br />by the Board for special reasons. <br />4.31 Any member of the Board who wishes not to vote on a matter shall <br />declare his intention to abstain before the vote begins. <br />4.32 The Clerk shall record all votes as unanimous or indicate the <br />vote by Board member. <br />4.4 Personal Privilege. The right of any member to address the Board on <br />z question of personal privilege shall be limited to cases in which <br />his integrity, character, or motives are assailed, questioned or impugned. <br />4.5 Appeal the Puling of the Chair. Any member may appeal to the Board <br />on a ruling made by the presiding officer. <br />4.51 The member making the motion shall state briefly the reason <br />for the appeal and the presiding officer shall explain his rul- <br />ing. There shall be no debate by any other member of the Board <br />on the appeal. <br />4.6 Dissent and Protests. Any member of the Board shalt have the right to <br />expr:ss dissent, or to protest against any action taken by the Board <br />and to have the reasons therefor entered into the record. <br />4.61 All dissent and protests from any member of the Board shall be <br />made briefly during the meeting or may be submitted to the Board <br />no later than the next succeeding regular meeting. <br />5. Rl1LES OF DEBATE <br />5.1 Obtaining the Floor. Any member of the Board who wishes to put a <br />proposal before the Board, or wishes to speak in debate, shall first <br />obtain the floor through the presiding officer's recognition. <br />5.11 No member shall address the presiding officer or demand the <br />floor while another member, who is in order, is speaking. <br />-4- <br />
