A motion which has been made is not <br />before the Board for debate until it has been restated for clarity <br />by the presiding officer. <br />5.21 A motion may be withdrawn by the maker at any time before the <br />motion is stated by the presiding officer. Once stated, a <br />motion may be withdrawn only by majority consent of the Board. <br />5.3 First in debate. The maker of a motion is entitled to speak first <br />in debate if the motion is debatable. <br />5.4 Limitations on Debate. No member of the Board shall speak more than <br />- once on a question until every other member who so chooses has spoken. <br />5.5 Need for two positive or negative votes to reach a decision.• A1~ <br />decisions of the Board shall be made by either two affirmative or <br />two negative votes. If this cannot be achieved, the matter will <br />be tabled. <br />6. OFFICERS AND EtiPLOYEES <br />6.1 Deputy County Clerk. The Deputy County Clerk shall attend all meet- <br />ings of the Soard and shall keep the proceedings and perform such other <br />duties as set forth by these rules, or as requested by the Administra- <br />tive Assistant or the Board. <br />6.2 County Attorney. The County Attorney, either in person or by deputy, <br />shall attend all legally advertised meetings of the Eoard, and others <br />as specified by the consent of the Board. <br />6.21 Any member of the Board, at any time during the meetings, may <br />call upon the County Attorney for an oral opinion. <br />6.22 Requests for written opinions may be submitted in ~vriting <br />to the County Attorney at any time by any Board member. <br />Copies of these requests and acopies of the opinions ren- <br />dered witi be distributed to each Board member in a timely <br />fashion. <br />6.3 Administrative Officials and Employees. 41hen requested by the Board, <br />the head of any administrative department or arty officer or employee <br />of the County shall attend any meeting of the Board; deputies or <br />representatives may represent any of the individuals by securing <br />approval of the presiding officer. <br />7. OTHER MATTERS <br />7.1 Policy decisions of the Board of County Commissioners will be made in <br />regular or special meetings of the Board and not by individual Com- <br />missioners. <br />-5- <br />
