Irt conformance with Rule 6.4.4(d), please clarify the total volume of overburden to be <br />produced throughout the life of the operation and the corresponding volumes: 1) the volume of <br />overburden to be backfilled to create the desired reclamation slopes, and 2) the volume of <br />overburden to be used in construction of the clay liner. (It is the Division's understanding that <br />approximately 160,000 cubic yazds of overburden will be required for construction of the haul <br />road, and that a surplus of approximately 139,380 cubic yards of overburden materials wilt be <br />exported from the site and used as structural fill elsewhere). Please respond. <br />6.4.5 EXHIBIT E -Reclamation Plan <br />4. The applicant has proposed that the site will be reclaimed to 2 water storage reservoirs. Please <br />verify the surface acreage and water storage capacity of each reservoir. <br />5. Please provide a representative cross sectional design of the clay liner and keyway <br />construction. The Slope Detail as provided on Exhibit F -Reclamation Plan Map only shows <br />backfilling of pit slopes to 3:1 & 2:1 slopes using overburden from the site. Please respond. <br />6. Please specify clay liner thickness, width, and number of linear feet for each reservoir. <br />7. The applicant has proposed to reclaim the site to developed water resources using 2 clay lined <br />water storage cells. Please provide a geologic evaluation of the anticipated pit floor(s) based on <br />the regional geology or drill hole data that demonstrates that leakage (in excess of OSE <br />requirements) will not occur. If a geologic evaluation is not feasible, the applicant will need to <br />provide a contingency plan for steps to betaken if cracks, fissures, sand lenses, or other <br />undesirable features are encountered. Please respond. <br />8. Attached aze copies of the Division's Mazch 29, 2000 policy on lined sand and gravel pits and <br />September 2000 guide to specification for prepaza6on for slurry walls and clay liners. Please <br />review these documents and indicate whether the applicant desires to be bonded at 100% <br />installation under the performance bonding option, or whether the applicant desires to be bonded <br />at 100% installation cost up front and then reduced to 20% under the regulated construction <br />option. If the regulated construction option is chosen, the applicant will need to provide all <br />information and commitments as specified in the September 2000 guide pertaining to <br />construction of clay liners. Please respond. <br />9. Liner Construction -Please clarify the total volume of pit floor shale needed to construct the <br />two (2) proposed liners. Other design components of the liner include a filter layer and a gravel <br />buttress. You will need to provide a revised Exhibit L -Reclamation Cost with the following <br />itemized costs for each liner: <br />Pond De-watering -include the volume of pit water to remove* <br />Pond Construction QaQc <br />
