REFERENCES 21 <br />L INTRODUC77ON <br />Waters discharged to state waters from fadWia dactibed in Section I.A.1. of the permit and in <br />Section Ill below, are subject ro the requiremaus of the State of Colorado 'Wafer Qua[iry Control <br />Ad, ' 1973 as amended. Section 6.10.2 of the 'Colorado Dtsoharge Permit System Regulations' <br />provide for the issuance of general permits where covered fadlities: <br />A. Involve the same or substantially similar rypa of operations; <br />B. disrharge the same type of waste; <br />C. require the same ejJluent limitations ar operating conditions; <br />D. require the same or similar monitoring; and <br />E. are more appropruuely controlled under a genera! permit than under individual permits. <br />Thin permit is intended to Dover fatxlrtia discharging wastewater that is either of a relatively small <br />volume, discharged over a short period of tune, and has poUutanu which are amenable to control <br />through low level treatment rerhnologia or Bat Managemau Practices (BMP's). Since each general <br />permit must be reviewed and submitted for pubAc notice every five years, the Water Quality Control <br />Division developed this permit so that -nrious type of discharges that only occasionally take place <br />ran be regulated under one permit and can be covered by one application. <br />
