General Minima[ Discharge Permit Rationale <br />Permit No. COG-600000 <br />Page 3 <br />III. COVERAGE UNDER THIS PERMIT <br />A. (cont.) <br />In addirion to the routine discharge monitoring report (DMRJ, a report will be required if <br />multiple discharge are going to occur, as with mobile washing facilities. Tht written report <br />must be sent ro the Division detailing the following information for each discharge: Date of <br />the discharge, Durarion, Total volume, and Flow rate of the discharge, Location of the <br />discharge, and Best Managemem Practices used during the discharge. A form for this report <br />(Multiple Discharge Report Form) is available from the Division. This completed and signed <br />form must be submitted with the quarterly DMR. <br />B. Facilities discharging wastewater from the washing of bleachers, elevated seating, and <br />grandstands, such as those found at outdoor sporting or enrertainmem eventt. <br />These discharges are commonly eomaminated with pollutants such as trash and food debris. <br />The BMPsecrion found in I.F.S. ojthe permit and in V.K. ojthis rationale directs sweeping <br />all trash from area before washing down with water. Food and drink materials washed into <br />waterways can become Biochemical Oxygen Demand (BODJJ and Total Suspended Solids <br />(7SSJ problems. This is a problem when the nutriem pollutants in the water cause oxygen <br />depletion of the waterway due to microbial activity. Oxygen depletion is deleterious to most <br />aquatic life and the depletion can be accelerated with the decay of algae blooms produced <br />because of the increased nutrient load on the waters. The limits are set at 30 mg/P for the <br />30 day average and 45 mg/P for the 7 day average to prevent BODE nutriems from becoming <br />a problem in the receiving stream. <br />
