RATIONALE <br />MINIMAL DISCHARGE <br />GENERAL PERMIT W COLORADO <br />COLORADO DISCHARGE PERMIT NUMBER COG600000 <br />I. lNIRODUCTION <br />Waters discharged to state watcrs from faciliriu ducribed in Section I.A.J. of the permit and in Section <br />IQ below, are subjert to the requirements of the State of Colorado 'Water Quality Connvl Aa, ' 1973 as <br />amended. Section 61.9. (1) of the 'Colorado Discharge Permit System Regularionr' provide for the <br />issuance of genera! ptrmi[s where covertd farilitiu: <br />A. involve the same ar substantially similar typo of operations; <br />B. discharge [he same rypu of waste; <br />C. require the same efjLtent limitations or operating conditions; <br />D. require the same or .similar monitoring; and <br />E. are more appropriately controllcd under a genera! permit than under individual permits. <br />Thin permit is interdrd to cavcr facilities disBttrrging wasreKOatr that is either of a relatively small vohtme, <br />disrJurrgtd wtr a short penad of time, and has poGararus which are amenable to control through low level <br />treatment technologic or Best Mmragemna Pmracu (WASP's). Since each general permit must be reviewed <br />and wbmiaed for public notice every five yews, dre Watr Quality Control Division developed this permit <br />so drat various typo of disrluugu that only oco¢sionally rake place ccm be regulated under one permit and <br />can be cavcred by one application. <br />H. PURPOSE OF AMENDAfEM' <br />the purpose of this amatdmou is to add language to pan LF.2. of the pcrmir ducribing the requirements <br />for nranitoring and sampling methods. The addition of des language will make this pan of the Mirdmal <br />Discharge Permit eonsistaa with the corresponding pan of the Individual Permit Boilerplate. This <br />arrtendrnmt was Divtsion initiated. <br />III. CHANGES TO IFIE PERMIT <br />Due to this amendment, page 27 of the permit has been replaced. <br />/V.
