PART I Page 27 Permit No. COG-600000 E. REPORTING (cont.) Multiple Discharees If multiple dischazges are going to occur, as with mobile washing facilities, the petmittee must submit a written report to the Division detailing the following information for each dischazge: a. The date, type, enact location, and time of discharge; b. The individual(s) who performed the discharge; c. Best Management Practices used during the discharge, and; d. Any other observations which may result in an impaa on the quality or quantity of the discharge as indicated in 40 CFR 122.44 (i)(1)(iii). A form for this report (Multiple Dischazge Report Form) is available from the Division. This completed and signed form must be submitted with the quarterly DMR. F. GENERAL REQUIItEMENTS Representative Samoline Samples and measuremrnts taken as required herein shall be representazive of the volume and notate of the monitored discharge. All samples shall be taken at the monitoring points specified in this permit and, unless otherwise specified, before the effluent joins or is diluted by any other wastestream, body of wazer, or substance. Monitoring points shall not be changed without notification to and approval by the Division. 2. Analvtical and Sampline Methods for Monitorine The permittee shall install, calibrate, use and maintain monitoring methods and equipment, including biological and indicated polltttam monimring methods. All sampling shall be performed by the permittce according [o specified methods in 40 C.F.R. Part 136; methods approved by EPA pursuant m 40 C.F.R. Pan 136; or methods approved by the Division, in the absence of a method specified in or approved pursuant to 40 C.F.R. part 136. The analytical method selected for a parameur shall be the one that can measure the lowest detected limit for that parameter udess the permit limitation or stream standard for those parameters not limited, is within the testing range of another approved method. When requested in writing, the Division may approve an alternative analytical procedtue or any significant modification to an approved procedure. When the most sensitive analytical method which complies with Part I.F.2. of the permic has a detection limit greater than or equal to the permit limit, the permittce shall report the value as less than the detectable limit, as appropriate (writtrn as < (the nt®eric d~ection limit). Such reports shall not be considered as violations of the permit limit. The present lowest method detection limits for specific parameters (which have limitations which are, in some cases, less than or equal to the detection limit) are as follows: Benzene 0.001 mg/P Total Residual Chlorine 0.05 mg/P Copper 0.005 mgl P Lead o.oos mg/e Total Mercury 0.00025 mg/P Iron 0.01 mg/P Fecal Coliform Bacuria 1!100 mP These limits apply to the total recoverable or the potentially dissolved fraction of metals. p~~~ .J U L ~ s 1998 Effective S F P t- 1998
