PART I <br />Page 27 <br />Permit No. COG-600000 <br />E. REPORTING (cont.) <br />Multiple Discharees <br />If multiple dischazges are going to occur, as with mobile washing facilities, the petmittee must <br />submit a written report to the Division detailing the following information for each dischazge: <br />a. The date, type, enact location, and time of discharge; <br />b. The individual(s) who performed the discharge; <br />c. Best Management Practices used during the discharge, and; <br />d. Any other observations which may result in an impaa on the quality or quantity of the <br />discharge as indicated in 40 CFR 122.44 (i)(1)(iii). <br />A form for this report (Multiple Dischazge Report Form) is available from the Division. This completed <br />and signed form must be submitted with the quarterly DMR. <br />F. GENERAL REQUIItEMENTS <br />Representative Samoline <br />Samples and measuremrnts taken as required herein shall be representazive of the volume and <br />notate of the monitored discharge. All samples shall be taken at the monitoring points specified <br />in this permit and, unless otherwise specified, before the effluent joins or is diluted by any other <br />wastestream, body of wazer, or substance. Monitoring points shall not be changed without <br />notification to and approval by the Division. <br />2. Analvtical and Sampline Methods for Monitorine <br />The permittee shall install, calibrate, use and maintain monitoring methods and equipment, <br />including biological and indicated polltttam monimring methods. All sampling shall be performed <br />by the permittce according [o specified methods in 40 C.F.R. Part 136; methods approved by EPA <br />pursuant m 40 C.F.R. Pan 136; or methods approved by the Division, in the absence of a method <br />specified in or approved pursuant to 40 C.F.R. part 136. The analytical method selected for <br />a parameur shall be the one that can measure the lowest detected limit for that parameter <br />udess the permit limitation or stream standard for those parameters not limited, is within <br />the testing range of another approved method. When requested in writing, the Division may <br />approve an alternative analytical procedtue or any significant modification to an approved <br />procedure. <br />When the most sensitive analytical method which complies with Part I.F.2. of the permic has a <br />detection limit greater than or equal to the permit limit, the permittce shall report the value as less <br />than the detectable limit, as appropriate (writtrn as < (the nt®eric d~ection limit). Such <br />reports shall not be considered as violations of the permit limit. The present lowest method <br />detection limits for specific parameters (which have limitations which are, in some cases, less than <br />or equal to the detection limit) are as follows: <br />Benzene 0.001 mg/P <br />Total Residual Chlorine 0.05 mg/P <br />Copper 0.005 mgl P <br />Lead o.oos mg/e <br />Total Mercury 0.00025 mg/P <br />Iron 0.01 mg/P <br />Fecal Coliform Bacuria 1!100 mP <br />These limits apply to the total recoverable or the potentially dissolved fraction of metals. <br />p~~~ .J U L ~ s 1998 Effective S F P t- 1998 <br />
