PART f
Page 23
Permit No. COG-600000
C. MONTTORING REQUIREMENTS (cont.)
2. Phosohoms
W Phosphorus (az P) monitoring is required for facilities which discharge into the following
dnage basins: Cherry Creek basin, Chatfield Reservoir upstream of the USGS gage at Waterton
i on Plum Creek, Dillon Reservoir basin (i.e. Ten Mile Creek, Snake River, Blue River, all
rutaries to the Dillon Reservoir), and Bear Creek basin. The Division also reserves the right
include phosphorts monitoring for any receiving waters that may lacer enter into phosphorus
mitoring requiremrnts. If phosphorus monitoring is a requirernatt of the permit than it shall
included within the terms and conditonu of the individual Certification Rationale of the permit.
Iditional monitoring for phosphorus shall be included on the (DMR) and shall be subject to the
-wit's rnonitoting and repotting requirements. Phosphonts sampling shall be on a monthly basis,
:en az a grab sample.
3.
acilities thaz discharge less that 5 gpm for periods of less than one hour, or discharge less than
total of 300 gallons may be allowed to discharge without the requirement of sampling and testing
ce discharge. This exemption is dependant on the Division finding that negligible pollutants will
e produced from the discharge and thaz the BMP plan described in Part I.F.S. will be followed.
. written report must be submitted to the Division detailing the following information:
The date, type, exact location, flow rate, total volume, and duration of discharge;
Best Management Practices used during the discharge, and;
Any other observations which may result in an impact on the quality or quantity of the
discharge az indicated in 40 CFR 122.44 (i)(1)(iii).
This revo}t must be submitted in the manner described in Part I.E.6.
4.
Division reserves the right to request further monitoring of any pollutanu outside of the
irernents of this permit to enstue that the conditions of the general permit are rnet or to
cure the effettiveness of the BMP's in removing pollutarus in the effluent.
D.
1. ETX" shall be measured az the sum of benzene, ethylbenzeoe, toluene and xylenes. EPA
ods 502, 602, 624, 1624, 8020, 8240, or 8260 shall be used for the +*P~~+*ertumt of total
b e, ethylbenzene, toluene, and xyltmes including ortho-, meta-, and pars-xyleae.
2. ~ 'composite' sample, for monitoring requirements, is a minimum of four (4) grab samples
~llected at equally spaced two (2) hour intervals and proportioned according to flow.
3. continuous' m~~¢nrem-^t, for flow monitoring requirements, IS a measurement obtained from
automatic recording device which continually measures flow.
4.yeometric Mean'. For fecal coliform bacteria concemruions, the seven (T) day and thirty (30)
averages shall be determined az explained in definitions 10 and 11 below, respectively, except
the geometric mean shall be used instead of the arithmetic mean. For sample calculation see
V,B.2. of the permit rationale.
5. A "grab" sample, for monitoring regoitemenu, is a single 'dip and take' sample.
