Schriever <br />Division of Minerals & Geology <br />December 6, 1993 <br />Page 2 <br />NO. 3 PERMANENT AND MANMADE STRUCTURES <br />The applicant has shown on Exhibit C, (Pre-mining/Mining Plan) that a 200 foot setback has been <br />provided for all structures on the periphery of mining site. These adjacent structures, such as <br />residences, Atchison Topeka and Santa Fe Railroad tracks, and Southeast Colorado Power <br />transmission lines will not be damaged. The relocation of internal electric distribution lines for well <br />pumps owned by Colorado Power will be at the owner's expense. A permission letter from the SE <br />Colorado Power is forthcoming. Irrigation ditches, wells, and internal farm roads, all owned by the <br />present owners, will be relocated at their expense. <br />Since the farming operation will be a continuous operation along with the mining for this site, all <br />relocated internal electric lines will be in continuous use to maintain irrigation water wells. Therefore, <br />we suggest that plans and costs for relocation of these facilities is not necessary. Please see <br />attached letter to Southeast Power for additional data (Attachment B). <br />NO. 4 SEDIMENT CONTROUSTORMWATER <br />The statement made relative to zero discharge is correct. The attached processing plant site plan <br />shows the dimensions of the water recycle ponds and the location of stormwater discharge and <br />siltation ponds. We are aware the stormwater management plan applied for will be incorporated into <br />the mining and reclamation plans for this site. Note that no anticipated changes are expected for <br />tF~e 112 application by implementing the SWMP plan. See attached SWMP and stormwater <br />Discharge Permit applications to the Colorado Department of Health (Attachment C). <br />N0.5 TOPSOIL <br />V`Je concur with the Division of Minerals and Geology that proposed cropland areas should have a <br />minimum of 18 to 24 inches of topsoil and the owner agrees to this. We also concur that <br />approximately 220 acres will be returned to shoreline and wildlife habitat and 515 acres to cropland <br />as shown on the Reclamation Plan (Exhibit ~. As requested, the owners will agree to use no topsoil <br />for backfill. <br />NO. 6 HIGHWAY ACCESS <br />Enclosed please find correspondence from our office to the Colorado Department of Transportation <br />Region 2 Highway Access Coordinator, Brian Borge. We hope this correspondence will address this <br />item (See Attachment D). <br />
