As the mining advances in an easterly direction, cover material will be trucked directly from the area stripped to the reclaimed area, graded [o final contours and then re-seeded. Approximately, 6.2 acres of [he Phase II pit will be stripped of topsoil or cover material to create material to finish covering the Phase I disturbance. Refer to Exhibit F, Reclamation plan for reclamation sequence. The material removed from the pit will be hauled to a portable crushing and screening unit by the frontend-loader as it is removed from the pit. This crushing and screening plant will size the gravel material and direct i[ to stockpiles for reloading and hauling off-site. The screening and crushing plant will be powered by a portable dieseUelectric generating set with a 350 gallon fuel tank, positioned nearby. The operator has no plans for an office, but will have a truck trailer converted [o a material shed located nearby [he crusher and material removal operation. A portable sanitation facility ("porta-potti") will be located near the supply trailer. A 1500 gallon fuel storage tank for fiieling equipment and the generator fuel storage tank will be located in appropriate bermed and plastic lined containments. All of the above equipment is portable and will be relocated (always kept on disturbed areas) as the mining face advances to reduce loader cycle times and facilitate reclamation. Any hazardous materials/petroleum products stored in the storage trailer will be stored in a containment cabinet designed for the purposed of providing primary containment of spills. A semi portable truck scale will be installed near the property entrance along [he haulage road near its intersection with the Redvale Road. This scale will be mounted on three concrete piers measuring 18"wide x 12"high x 8'long. Excavation of the gravel pit will create nearly vertical advancing and side slopes. The side slopes will be reduced to a 4h:1 v slope before topsoil is applied and graded to depth. The advancing face of the pit will also be reduced to a 4h:1 v slope as the pit is exhausted. Care will be taken to keep all activities and disturbance within the projected pit disturbance boundaries. A large portion of the projected disturbance are within areas where the vegetation can be chazacterized as noxious weeds and cheat grass. Noxious weeds on [he permit area will be controlled per the Weed Control plan included in Exhibit J -Vegetation. A small portion of the phase II area is interspersed with wetland species. The applicant does not believe this small area is a jurisdictional wetland due [o the influence of irrigation water. The azea in question does not fall within the next 5 years of mining, is not transected by access roads and will be tested to determine if it is a jurisdiction wetland prior to disturbance. However, mining may proceed in the phase II area before this determination is made as long as there is no disturbance to the wetland area. The gravel deposit lies directly on a sandstone shelf. This sandstone has been determined to be an aquifer. Drilling indicates ground water maybe present in the lower 10 feet of the grave] deposit. Mining experience will dictate to what depth the gravel deposit maybe removed without disturbing this ground water. If ground water is encountered, pit floor projections will be revised [o maintain a minimum of 2 fee[ of undisturbed material above the ground water. The access road directs all truck traffic [o all three phases of the gravel pit accesses the county maintained Redvale Road approximately 550' east of the neazest dwelling. The planning of this road minimizes the effects of dust and noise generated by the operation on the rural lifestyle of the local community. D-2
