Preparation of the <br />entire terraced area will begin upon completion of all mining, <br />with distribution of the over-burden in the stockpile area <br />(estimated to be 37,000 cu/yds). Next, the topsoil on the <br />north one-third of the topsoil storage area will be removed <br />and be distributed on a finished portion of the mine floor <br />area. Opening the north one-third of the storage area will <br />expose an estimated 45,000 cu/yds of over-burden for use in <br />regrading the balance of the terrace floor area to a depth of <br />1 to 3 ft.. The embankment created in the storage area will <br />be shaped to curve to the south a both ends in order to inter- <br />face with the finished embankment on the south and west bound- <br />ary of Area A, and the balance of the south and southwest <br />boundary of Area C. A total of 30 acres will be backfilled. <br />Distribution of over-burden by carry-all vehicles and dozer <br />and blade will compact the backfill as it is graded to the <br />desired 0.5%o grade. The final grade will assure drainage to <br />the north on the area facing the river and to the west along <br />the westerly boundary= the Cerrace. <br />An estimated~l5 000 cu/yds of topsoil will be preserved for <br />distribution on the - e terraced'area. Distribution of topsoil <br />over the entire area would be wasted in view of the reason- <br />ably certain immediate development of housing and a collector <br />street. Instead, we~propose to delete a beltway 250 ft. wide <br />the length of the terrace from immediate topsoil distribution. <br />The beltway would allow 50 ft. for the street right-of-way and <br />100 ft. on each side for housing construction. The acreage in- <br />volved totals 17.2 of the total 37 affected acres. Thus top- <br />soil would be distributed over all embankments and r.he backside <br />of all building lots. In view of previous phased reclamation <br />on most embankments during the course of mining, distribution <br />of -topsoil at a rate of 4 to 8 inches on some 10 or more acres <br />would reserve about one-half of the topsoil stockpile for future <br />distribution around homes and in commons areas. <br />In keeping with ~iLKB Regulations Rule 2:112(3}(a)(b}, we believe <br />housing development in the area is virtually assured in view of <br />the uniqueness of the area to be developed over-looking the <br />river valley. All utilities, including natural gas, are in <br />place adjacent to the boundaries of the property. Further, the <br />water well on the land, rated at 3000 gallons per hour, will <br />permit both domestic and irrigation uses. Therefore, we request <br />that the costs of grass seeding be computed on the basis of 20 <br />acres rather than on all 37 affected acres. <br />Seedbed Preparation <br />Seedbed preparation on the terrace floor and remaining, embank- <br />ments would involve distribution of about 8,066 cu/yds of top- <br />soil ( about one-half of the total in storage) at the rate of <br />4 to 8 inches deep. Prior to distribution of topsoil, the em- <br />bankments would be scarified to a depth of 15 to 20 inches to <br />provide better cohesion between the topsoil and over-burden. <br />
