Exhibit E <br />Reclamation Plan <br />Reclamation of an estimated 37 acres of affected land will be <br />phased to some extent upon completion of mining in each of <br />three designated areas ofmajor disturbance and ultimately in <br />the topsoil storage area,lwhich will experience minor to mod- <br />erate disturbance. No acid forming or toxic producing, mater- <br />ials are involved in the operation. <br />All mined embankments will be graded to a 2:1 slope as a mine <br />safety measure. Embankments will be further graded to a 2:1 <br />to 3:1 slope upon completion of mining in an area, except Che <br />portion of the embankments that will be further mined in fol- <br />lowing phases. An example is about 500 ft. at the north end <br />of the west boundary of Area A. Within 12 months of final <br />grading, the embankments will be prepared with topsoil replace- <br />ment and reseeded to grasses and irrigated in the manner des- <br />cribed below. <br />The final embankment area represents an estimated 5 acres of <br />the 37 acres of affected land; the future mine floor terrace <br />about 25 acres; and the topsoil and over-burden storage area <br />about 7 acres (which.iaill not require backfilling or topsoil). <br />Due to the narrowness of the central portion of the terrace, <br />no backfilling or topsoil distribution can take place on the <br />mine floor itself, especially in Area A, Area A, as may be <br />seen on the map, (Exhibit C), will continue to be used for <br />material stockpiles, the Redi-mix plant, vehicle parking, and <br />related activities until all mineral extraction is completed. <br />An exception may occur near the foot of the embankments that <br />represent the final south boundaries of Phases ] and 3. I3ack- <br />filling of over-burden, but not topsoil, may prove more econ- <br />omical than storage at several locations below the embankments <br />where the terrace is wide enough to permit the efficient use <br />of the mine floor area. <br />Backfilling will represenC the first step in the establish- <br />ment of a 0, 5'o grade from the backwall toward the north and <br />west edges of the terrace. In order to carry out this aspect <br />of the reclamation plan, we will need relief from the require- <br />ment for completion of all reclamation within S years of the <br />start of Phase 1, Area A -and Phase 2, Area B. (MLRB Regulation <br />Rule 6t116(1)(r). Such relief would apply only to the mine <br />floor area developed in each phase. <br />Although no final land development design plan has been pre- <br />pared by the owners, it is expected the finished terrace will <br />be bisected along its length by a collector street serving <br /> <br />.__ <br />
