-3- <br />Seeding and fertilizer <br />During the mining period the topsoil stockpile will be seeded <br />by hand with sweetclover and prennial rye to avoid erosion. <br />Following final distribution of topsoil and compaction, seed- <br />ing will be done with a drill designed to plant crass seed. <br />Weather permitting, seeding will be done after November 1st, <br />when the ground is too cool for seed germination, but before <br />March 30th, in order to take advantage of optimum moisture <br />conditions and to get a headstart on annual weeds. <br />In:'keeping with the U.S.D.A. Soil Conservation Service recom- <br />mendations set forth in Exhibit J, fertilizer applied at the <br />rate of 40 lbs, of available nitrogen per acre, will be dist- <br />ributed over the seedbed at the end of the first growing <br />season as a means to avoid weed competition the first year. <br />Mulchins <br />Following seeding, all areas will be mulched with clean straw <br />or long stem native hay, free of noxious weeds, applied at <br />the rate of 4,000 lbs. per acre. The mulch will be anchored <br />by a disc plow with its discs set straight. Final reclamation will be completed in <br />phases, with the majority of the activity at the end. Final rec- <br />lamation can not take place on much of the terrace floor until <br />completion of mining and ultimate backfilling of the sandy loam <br />over-burden and the limited amount of topsoil available. <br />
